Retiring in Wilmington NC: The Complete Guide

North Carolina does not tax Social Security, taxes everything else at a flat 3.99%, and gives owners 65 and older three property tax relief programs.
Golf course at Compass Pointe community
The short answer

North Carolina does not tax Social Security, taxes everything else at a flat 3.99%, and gives owners 65 and older three property tax relief programs. That, plus county rates of 30.6 to 73.75 cents per $100, is why many people retire here instead of stopping in Florida. The costs that catch people out are wind and hail insurance and flood insurance, and both are manageable once you know which house you are buying.

What retiring here costs you in taxes

Start with income, because it is the part most retirement guides get wrong. North Carolina no longer has a graduated income tax. Everyone pays one rate, and it has been falling.

North Carolina income tax

  • Flat 3.99% for taxable years after 2025, down from 4.25% for 2025 NC Department of Revenue, tax rate schedules, November 2026
  • Social Security and Railroad Retirement benefits taxed on your federal return are deducted on the state return, because North Carolina does not tax that income NC Department of Revenue, Social Security and Railroad Retirement Benefits, November 2026
  • Vested government retirees with five or more years of creditable service in a qualifying federal, state or local system as of August 12, 1989 pay no North Carolina tax on those retirement benefits NC Department of Revenue Directive PD-99-1, Bailey settlement

Read that list for what it does not say. There is no general exclusion for 401(k) withdrawals, IRA distributions or private pensions, so those are taxed at the flat rate like any other income. The Bailey exception is narrower than people hope: it turns on service you had in 1989, not on having worked for a government.

So run two numbers before you shop: your state tax bill at 3.99% with Social Security pulled out, and the bill in a year you take a large withdrawal. If you are leaving a graduated-tax state, the second number is where the surprise lives.

Estate tax, inheritance tax and sales tax

North Carolina repealed its estate tax and has no inheritance tax. For people leaving a state that still taxes estates, that is often the largest part of the math.

Other state and local taxes

  • No North Carolina estate tax for decedents dying on or after January 1, 2013 N.C. Gen. Stat. Chapter 105 Article 1A, repealed by Session Law 2013-316
  • Combined sales tax: 7.00% in New Hanover County, 6.75% in Brunswick and Pender NC Department of Revenue, rates effective July 1, 2026

Groceries are taxed at a 2.00% local rate only, with no state rate, per the Department of Revenue. For utilities and the rest, our line-by-line cost of living breakdown goes further.

Property taxes, county by county

North Carolina property tax is quoted in cents per $100 of assessed value. A county rate applies everywhere. If your address sits inside a town, that municipal rate stacks on top; if it does not, you usually pay a rural fire district rate instead. The county rate alone tells you little about your bill.

County rates, fiscal year 2026-2027

  • New Hanover County: 30.6 cents, last reappraised 2025, next reappraisal 2029 NC Department of Revenue, fiscal year 2026-2027
  • Brunswick County: 34.2 cents, last reappraised 2023, next reappraisal 2027 NC Department of Revenue, fiscal year 2026-2027
  • Pender County: 73.75 cents, on values last set in 2019, with a reappraisal scheduled for 2027 NC Department of Revenue, fiscal year 2026-2027

Pender deserves a sentence. Its headline rate is more than twice New Hanover’s, which makes it look like the expensive county. It is not, because the values under that rate are seven years old. A reappraisal lands in 2027, so Hampstead and Surf City buyers should expect assessed values to move.

What the towns add

Where the home sits County Town or district Combined Tax on $500,000 assessed
St. James, Brunswick County 34.2 5.0 39.2 cents $1,960
Unincorporated New Hanover, rural fire district 30.6 7.25 37.85 cents $1,893
Oak Island 34.2 20.0 54.2 cents $2,710
Leland 34.2 25.0 59.2 cents $2,960
City of Wilmington 30.6 33.15 63.75 cents $3,188
Southport 34.2 31.0 65.2 cents $3,260
Unincorporated Pender, 2019 values 73.75 varies by district 73.75 cents and up $3,688 and up

Rates: NC Department of Revenue, fiscal year 2026-2027; Brunswick County Tax Office rate table, 2026 column; New Hanover County Tax Department historic tax rates, 2026. Dollar figures are our arithmetic on a $500,000 assessed value, which is not your purchase price, and exclude any fire or service district levy.

The cheapest tax addresses here are Brunswick County communities with a low town rate or none at all, which is much of why St. James and the unincorporated stretches near Shallotte fill with retirees. The most expensive sit inside town limits, where you pay for services you may want. Our guide to Wilmington versus Leland versus Hampstead works through that trade.

The three tax relief programs for owners 65 and older

North Carolina has three property tax relief programs, and most people who qualify do not know they exist. You may use only one per owner, and they share one deadline.

Elderly or Disabled Exclusion, G.S. 105-277.1

  • Excludes the greater of the first $25,000 or 50% of the appraised value of your permanent residence NC Department of Revenue Form AV-9, Rev. 7-23
  • Owner must be at least 65 years old, or totally and permanently disabled NC Department of Revenue Form AV-9, Rev. 7-23
  • Prior-year income cannot exceed the current-year limit, which for 2026 is $38,800 NC Department of Revenue, 2026 income eligibility limit, June 27, 2025

On a $500,000 home in St. James, the 50% exclusion takes the taxable value to $250,000 and halves the bill. It is the program most retirees here end up using.

Circuit Breaker Tax Deferment, G.S. 105-277.1B

  • Owner must be 65 or totally and permanently disabled, and must have owned and occupied the home as a permanent residence for at least five consecutive years N.C. Gen. Stat. 105-277.1B
  • Taxes are limited to 4% of income at or below $38,800, and 5% above that up to $58,200 N.C. Gen. Stat. 105-277.1B; NC Department of Revenue, June 27, 2025
  • The amount above the cap is deferred and recorded as a lien, and the last three fiscal years of it come due on a transfer, on the owner’s death in most cases, or when the home stops being the permanent residence N.C. Gen. Stat. 105-277.1B

We flag this one carefully, because the word deferment does the work. It is not forgiveness. It is a lien your heirs or your closing attorney deal with later. For an owner who intends to stay for life on limited income it can be right; for someone selling in six years, the exclusion is usually better even though it saves less now.

Disabled Veteran Exclusion, G.S. 105-277.1C

  • Excludes up to the first $45,000 of the appraised value of a permanent residence, with no age limit and no income limit NC Department of Revenue Form AV-9, Rev. 7-23
  • Requires a permanent and total service-connected disability of 100%, or benefits for specially adapted housing under 38 U.S.C. 2101 NC Dept. of Military and Veterans Affairs, Form NCDVA-9, Rev. 4-22
  • Also available to a surviving spouse who has not remarried; Form NCDVA-9 must be certified by a veterans service office first NC Dept. of Military and Veterans Affairs, Rev. 4-22
  • Form AV-9 must be filed by June 1 to be timely filed NC Department of Revenue Form AV-9, Rev. 7-23

Buy in July and you wait until the next June 1 to apply, so budget year one at the full number.

Where retirees actually land in our three counties

One of our three counties is already a retirement destination and the other two are not. That shapes the housing stock and how fast a one-story house sells.

Who already lives here, 2022, with 2042 projections

  • Brunswick County: 48,542 residents aged 65 and over, 32% of the county, median age 53, projected to reach 88,631 and 37% by 2042 NC Dept. of Health and Human Services, Aging Profiles 2022
  • New Hanover County: 43,821 aged 65 and over, 19% of the county, median age 39, projected to reach 62,491 by 2042 NC Dept. of Health and Human Services, Aging Profiles 2022
  • Pender County: 12,660 aged 65 and over, 19% of the county, median age 42, projected to reach 20,275 by 2042 NC Dept. of Health and Human Services, Aging Profiles 2022
  • North Carolina as a whole: 1,876,555 aged 65 and over, 18% of the state NC Dept. of Health and Human Services, Aging Profiles 2022

Brunswick County is nearly twice as old as the state. New Hanover, with the university and the hospital and the jobs, is a working county that happens to have beaches. Both work for retirement and they feel nothing alike day to day. That is the real decision.

Leland and the Highway 17 corridor

Fifteen minutes from downtown Wilmington across the bridges, with Brunswick County tax rates. Brunswick Forest and Compass Pointe are the names you hear first, both master-planned communities with fitness centers, pools and golf. Neither is age-restricted. They are all-ages communities that attract a lot of retirees, which some buyers love and some do not expect.

Age-restricted in Leland

  • Del Webb communities, except Del Webb Explore, are age-qualified: at least one resident must be 55 or older, and no permanent resident may be under 19 Del Webb community disclosures, November 2026

The local one is Del Webb Wilmington at Mallory Creek. Our answer on retiring in Leland covers the traffic and the bridge, the two complaints we hear most.

Southport, St. James and Oak Island

Southport is the waterfront town people picture when they imagine retiring to coastal North Carolina, and St. James Plantation beside it carries the county’s lowest town rate at 5 cents. Oak Island is the working beach: more modest, more rental activity, more exposure. We have written separately on Southport and St. James, including the hospital drive buyers there underweight.

The far south and inside Wilmington

The southern end of Brunswick County, around Calabash, Shallotte, Crow Creek, Brunswick Plantation and Winding River Plantation, is the lowest-cost retirement housing in the region and the furthest from Wilmington. Many buyers there use Myrtle Beach for shopping and flights. If that fits, your dollar goes further there than anywhere else we sell.

Plenty of retirees do not want a golf community. Porters Neck puts you near the hospital’s Emergency Department-North. The Haven at RiverLights on River Road is newer and walkable. Historic downtown suits people who want the riverwalk and do not mind stairs and street parking. Hampstead is a Wilmington suburb with Pender County taxes and newer construction, and the area most exposed to that 2027 reappraisal. Our guide to the best neighborhoods in Wilmington and the full set of neighborhood guides sort these by what you want from a week.

Insurance is the line item that surprises people

Read this twice if you are coming from a landlocked state. A coastal homeowner here can be buying three things: a homeowners policy, separate wind and hail coverage, and flood insurance. Each has its own carrier, deductible and renewal.

What the state has approved

  • Homeowners base rates: 7.5% statewide on June 1, 2025 and another 7.5% on June 1, 2026, capped at 35% in any single rating territory, with no new base rate filing permitted before June 1, 2027 NC Department of Insurance settlement, January 17, 2025
  • Dwelling policies: 5% effective October 1, 2026 and 5% effective October 1, 2027 NC Department of Insurance, April 22, 2026

A home three blocks from the water on Oak Island and a home in Leland sit in different rating territories, and the 35% territory cap exists because coastal territories were filed for more. The only figure that matters is a quote on a real address, which is why we have buyers quoting insurance during due diligence.

How percentage deductibles work

  • A 2% named storm deductible on a $300,000 dwelling limit is $6,000 out of pocket NC Department of Insurance, windstorm and hail
  • Named storm deductibles apply from the issuing of an advisory, watch or warning until 24 hours after it is terminated NC Department of Insurance, windstorm and hail
  • The maximum residential building limit through the NCIUA coastal pool is $1,000,000 NC Insurance Underwriting Association, 2026

Your hurricane deductible is a percentage of the dwelling limit rather than a dollar figure, and it applies the moment an advisory goes out. Our guide to coastal North Carolina homeowners insurance covers the Beach Plan, roof age rules and what a FORTIFIED roof is worth.

Flood is separate, and it is not only about the beach

Flood insurance basics

  • Flood is an excluded peril under the standard homeowners policy and must be bought separately NC Department of Insurance, flood insurance FAQs, 2026
  • NFIP building coverage caps at $250,000, with contents coverage up to $100,000 purchased separately FEMA, NFIP Summary of Coverage
  • Community Rating System discounts: 20% in Carolina Beach, Oak Island, Holden Beach and Sunset Beach; 15% in New Hanover County, Pender County, Leland and Southport; 10% in Brunswick County and Kure Beach; none for the City of Wilmington, which has no class listed FEMA Community Status Book, North Carolina, September 2026
  • In New Hanover County, 17% of paid NFIP claims were on properties rated outside the high-risk zone FEMA OpenFEMA NFIP claims data, September 2026

That last figure is the one we repeat most. Outside the mapped high-risk zone means your lender will not require flood insurance. It does not mean your house does not flood. Our guide to Wilmington flood zones covers reading a map for one address.

Hurricane season, and what the record shows

People ask this with real worry, and it deserves an answer rather than reassurance or drama. Here is what the National Weather Service office in Wilmington reports for this stretch of coast.

Tropical climatology for southeastern North Carolina

  • Atlantic hurricane season runs June 1 through November 30, with the peak from August through October NWS Wilmington, Hurricanes 101, 2026
  • On average the area sees a hurricane about every 7 years and a major hurricane about every 20 years NWS Wilmington, Hurricanes 101, 2026
  • Since official records began in 1851, 85 hurricanes have passed within 100 miles of North Myrtle Beach, including 11 major hurricanes of Category 3 or stronger NWS Wilmington, Hurricanes 101, 2026
  • Only two major hurricanes have made landfall in the NWS Wilmington coverage area, which runs from Pender County, North Carolina south to Georgetown County, South Carolina NWS Wilmington, Hurricanes 101, 2026

A hurricane every seven years is not nothing, and the storms that do damage here are usually slow and wet rather than strong. Elevation, drainage and roof age matter more to your premium than the category number on the news.

Wilmington climate normals, 1991 to 2020

  • Annual average high 74.4F, average low 54.4F, 60.15 inches of rain, 0.9 inches of snow NWS Wilmington, 1991-2020 normals
  • July: average high 90.0F, average low 73.0F NWS Wilmington, 1991-2020 normals
  • January: average high 57.2F, average low 36.3F NWS Wilmington, 1991-2020 normals

Sixty inches of rain is more than Seattle gets, and it arrives in summer thunderstorms rather than grey drizzle, which is why yards here need drainage. A January average high in the high fifties is the real selling point for most retirees we work with: you can be outside in a sweater in February.

Healthcare and the services you will use

Hospital care

  • Novant Health New Hanover Regional Medical Center in Wilmington is a Level II trauma center verified by the American College of Surgeons Novant Health, November 2026
  • Named services at that campus include the Zimmer Cancer Center, the Heart Care Center, the Betty H. Cameron Women’s and Children’s Hospital, Emergency Department-North and the AirLink air ambulance Novant Health, November 2026

Wilmington has the trauma center; Brunswick and Pender have smaller hospitals and emergency departments. If you are managing a condition that involves specialists, drive the route from the house you are considering to the Wilmington campus at the hour you would actually drive it. From St. James that drive changes some minds, and from Calabash it is longer still. That is not an argument against those places. It is an argument for knowing the number.

New Hanover County Senior Resource Center

  • Located at 2222 South College Road, Wilmington NHC Senior Resource Center, November 2026
  • Programs listed include nutrition, transportation, fitness, activities and classes, Medicare information including SHIIP counseling, older adult mental health counseling and volunteer opportunities NHC Senior Resource Center, November 2026

SHIIP counselors compare plans at no charge, which matters in the first year after a move when your network changes. Check your Medicare Advantage plan against local providers first.

Getting back to the grandchildren

This decides more relocations than taxes do. Wilmington International Airport is small, close to town and better connected than its size suggests, though much of the route map is seasonal.

ILM nonstop destinations

  • American: Charlotte, Dallas Fort Worth, Miami, New York LaGuardia, Philadelphia, Washington Reagan, plus Chicago O’Hare and Boston seasonally flyilm.com, November 2026
  • Delta: Atlanta and New York LaGuardia, plus Boston and Minneapolis-Saint Paul seasonally. United: Newark, plus Chicago O’Hare and Denver seasonally flyilm.com, November 2026
  • Breeze: Akron-Canton, Fort Lauderdale, Fort Myers, Hartford, Long Island Islip, Orlando, Providence and Tampa flyilm.com, November 2026
  • Avelo: New Haven, plus Baltimore/Washington, Nashville, Rochester and Tampa seasonally. JetBlue: Boston seasonally. Sun Country: Minneapolis-Saint Paul seasonally flyilm.com, November 2026

Read the word seasonally carefully. If your family is in Boston or Minneapolis, the nonstop runs in summer and not in January, which is when you most want it. Charlotte and Atlanta are the year-round connections that put everything else one stop away.

One story, new or resale: the housing decision

The market and the rate right now

  • New Hanover County: median sale price $464,000, down 1.3% year over year, 61 days on market, 1,251 active listings Our New Hanover County market update, September 2026 data
  • Brunswick County: median sale price $394,000, up 3.7% year over year, 93 days on market, 2,334 active listings Our Brunswick County market update, September 2026 data
  • Pender County: median sale price $499,000, up 16.1% year over year on about 109 sales a month, 83 days on market, 430 active listings Our Pender County market update, September 2026 data
  • 30-year fixed mortgage 7.18%, 15-year 6.57% Freddie Mac Primary Mortgage Market Survey, week ending November 5, 2026

Brunswick is the cheapest of the three and the slowest, with more inventory than New Hanover and Pender combined. For a retiring buyer that is good news: 93 days on market means time to tour, think and negotiate, which is not how this region behaved three years ago. We refresh the Brunswick County market update, the New Hanover County update and the Pender County update monthly.

The single-story problem

The hardest search we run for retiring buyers is not waterfront. It is a true single-story home with a primary suite and laundry on the same floor, a wide doorway into the shower, and no step at the front door. Resale stock in Wilmington proper is heavy on two-story houses built for families. The single-level supply sits in Brunswick County and the newer Leland and Hampstead developments, part of why Brunswick’s 65-and-over share keeps climbing.

That is the honest case for new construction here: builders still put out ranch plans, you can specify the shower and the doorways, and current builder incentives run toward rate buydowns and closing credits. The case against is unbuilt lots next door for years and an HOA budget with no history. Our new construction versus resale comparison lays out both sides, and if you are touring model homes, bring representation before you sign.

With a 30-year fixed near 7.18%, more of our retiring buyers are paying cash from a northern sale than at any point in the last decade. That is defensible and not automatically right; see whether to pay off a mortgage first and the current mortgage update.

Your first 60 days as a North Carolina resident

The 60-day rule and the vehicle costs

  • Within 60 days of establishing permanent residence, if you plan to drive, you must get a North Carolina driver license and title and register your vehicles NCDMV, moving to North Carolina, November 2026
  • The highway use tax rate on titling a motor vehicle in North Carolina is 3% N.C. Gen. Stat. 105-187.3
  • North Carolina collects the vehicle property tax together with the annual registration renewal NCDMV, vehicle taxes, November 2026

The vehicle property tax annoys new residents from states without it. You pay it yearly with your tag renewal at your county rate, so the same car costs more to keep in Wilmington than in unincorporated Brunswick County.

The rest is short. Register to vote, update your estate documents with a North Carolina attorney, and put June 1 in the calendar for the tax relief application if you will be 65 by January 1 of that tax year. If you are still deciding whether this region is right at all, our moving to Wilmington resource and our guide on moving here from Florida cover the ground from the other direction.

Where this gets complicated

Four things here can go wrong for a real household. Insurance availability rather than price: some carriers have pulled back from coastal territories, so ask your agent what happens if yours non-renews and what the Beach Plan would cost instead. The Pender County reappraisal in 2027, which resets values standing since 2019 and will move Hampstead and Surf City bills by an amount nobody can size yet. The Circuit Breaker lien, which saves money now and hands a bill to your estate later. And the one nobody plans for: Brunswick County is already 32% over 65 and heading to 37%, so you compete for single-story homes with everyone who had the same idea, and the services an older population needs arrive behind the population.

Related questions people also ask

Does North Carolina tax Social Security benefits?

No. Social Security and Railroad Retirement benefits taxed on your federal return are deducted on the North Carolina return, because the state does not tax that income, according to the NC Department of Revenue. Most other retirement income, including 401(k) withdrawals, IRA distributions and private pensions, is taxed at the flat state rate of 3.99% for taxable years after 2025 per the same agency. The exception is the Bailey settlement, which exempts government retirees vested with five or more years of creditable service as of August 12, 1989.

How much are property taxes on a $500,000 home in Brunswick County?

It depends on whether the home sits inside a town. Brunswick County’s rate is 34.2 cents per $100 of assessed value for fiscal year 2026-2027 according to the NC Department of Revenue, or $1,710 a year on $500,000 of assessed value before any town or district rate. Per the Brunswick County Tax Office 2026 rate table, St. James adds 5 cents for a combined $1,960 and Leland adds 25 cents for $2,960. Assessed value is set by the county and is not your purchase price.

Do I have to be 55 or older to buy in Brunswick Forest or Compass Pointe?

No. Both are all-ages master-planned communities rather than age-restricted developments, even though many residents are retirees. If you want age-qualified, Del Webb states that its communities other than Del Webb Explore require at least one resident to be 55 or older with no permanent resident under 19, and Del Webb Wilmington at Mallory Creek in Leland is the local option. The right model depends on whether you want grandchildren nearby or quiet streets in July.

Is flood insurance required for every home near Wilmington?

No. The flood insurance requirement on a federally backed mortgage is triggered only when the property sits in a mapped Special Flood Hazard Area, according to FEMA. That is not the same as being safe from flooding: FEMA NFIP claims data for New Hanover County shows 17% of paid claims were on properties rated outside the high-risk zone. We tell buyers to get a flood quote on any address near a creek, a pond or a low spot, whether the lender asks for one or not.

What is the income limit for North Carolina’s senior property tax exclusion?

For 2026 the income limit for the Elderly or Disabled Property Tax Homestead Exclusion is $38,800, and the Circuit Breaker limit is $58,200, both set by the NC Department of Revenue in its June 27, 2025 memorandum to county assessors. The exclusion removes the greater of $25,000 or 50% of your home’s appraised value if you are 65 or older or totally and permanently disabled. Form AV-9 must be filed by June 1 to be timely.

Your next step

Pick the two areas that fit your life, drive the route from each to the hospital and the airport on a weekday, and get an insurance quote on one real address in each. We will build that comparison with you, including the tax relief you qualify for and what it does to the annual number, so you choose between two honest totals rather than two brochures. Tell us your situation and we will say which area we would steer you toward, including when the answer is none of them.
