For a retiree who wants golf, a marina and a private beach club inside one gate, St. James Plantation is one of the strongest fits on the North Carolina coast: the median resident is 68 years old and 3,407 of its 3,533 occupied homes are owner occupied. The two facts that change the answer for some buyers are an hour’s drive to Wilmington International Airport and a flood map that put 26 of 57 active listing addresses we checked in Zone AE.
St. James sits about five miles west of Southport along NC 211, in southern Brunswick County. It is a gated master-planned community, and it is also something most gated communities are not: the General Assembly incorporated it as a town in 1999 under Session Law 1999-241, so it has a mayor, a town hall and municipal taxing power sitting on top of a property owners association and a private club.
That structure is the first thing a retiring buyer needs to understand, because three separate organizations can send you a bill. The town levies a property tax. The property owners association covers the gates, the private streets, the parks and the beach club. The Clubs at St. James, the golf and the wellness center, is a separate membership that owning a house here does not include.
What you actually get for the money
The amenity package is resort scale, and it is the honest reason most people move here. The developer counts 81 holes of golf across four clubs and 30 miles of trails: the Members Club with 27 holes, 18 by Hale Irwin and 9 by Tim Cate; the Founders Club, 18 by P.B. Dye and the first course built here; the Players Club, 18 by Tim Cate; and The Reserve Club, a Nicklaus design at par 72.
On the water, St. James Marina sits on the Intracoastal Waterway at mile marker 315 with 155 wet slips and 320 dry stacks across 15 acres, slips running 30 to 50 feet, with gas, diesel, pump out and ice. The Beach Club on Oak Island, Woodlands Park, Waterway Park, the dog parks and the Library are run by the property owners association rather than the club. The Seaside Wellness Center is the fifth of the clubs.
What you do not get inside the gate is shopping. Everyday errands happen outside: the Walmart in Southport is about 12 minutes away. Southport next door has the working waterfront and the restaurants, and Oak Island across the waterway has the public beach.

What it costs to own here
The tax line is genuinely low, and it is the counterweight to the dues. Brunswick County bills 0.342 per $100 of assessed value and the Town of St. James adds only 0.05, a combined 0.392 on the 2026 county rate table. On the Census median value of $636,800 that is roughly $2,496 a year, which is less than many of our buyers were paying on a smaller house in New Jersey or Ohio. Fire protection is billed as a separate county fee, and water, sewer and trash come from Brunswick County rather than the association.
Insurance is the line that surprises people, and here the waterway works in your favor. State law at G.S. 58-45-5 defines the Beach Area as the part of North Carolina south and east of the inland waterway. St. James sits on the mainland side, in the Coastal Area, while Oak Island across the water is in the Beach Area. That is why wind quotes here generally come in below the island’s. It is not a free pass: G.S. 58-45-45 requires the state pool to offer a named storm wind and hail deductible of at least 1 percent of insured value, so ask for that deductible in dollars on the specific address. Our guide to coastal homeowners insurance works through that math.
The flood number depends entirely on the lot. Inside the town limits, the median single-family flood policy runs $709 a year outside the mapped hazard area and $1,233 in Zone A or AE, from FEMA’s own policy data for policies effective on or after September 1, 2025. With a federally backed mortgage, Zone AE means flood insurance is required, not optional. Pull the determination and the elevation certificate before due diligence ends, and read our flood zone guide if the terms are new to you.
The dues are the figure we cannot give you, and we will not guess. The property owners association does not publish a current assessment publicly, and the club dues are separate from it. Ask the seller in writing for the current POA assessment, the club dues by membership tier, any initiation deposit, and whether the membership transfers with the house. Get those four answers before your due diligence period ends, because they are a permanent part of your monthly budget.
Who should look somewhere else
If you fly often, read the drive times twice. By road routing calculated October 9, 2026 from the NC 211 entrance, free flow and approximate, downtown Southport is 8.5 miles and 18 minutes, the Oak Island public beach access 8.2 and 18, and Novant Health Brunswick Medical Center at Bolivia 10.3 and 19. But downtown Wilmington is 29.2 miles and 46 minutes, and Wilmington International Airport is 34.9 miles and 60 minutes. An hour each way to the airport is the most common surprise for buyers who expected to fly grandchildren in and out regularly. The Cape Fear Regional Jetport sits just east of the community, but it is general aviation.
If your retirement plan depends on specialists in Wilmington several times a month, test that 46-minute drive rather than the brochure. And if you wanted a walkable town where you can leave the car, Southport itself is the better buy. We would rather point you down NC 211 than sell you a gate you will drive out of every day.
If your plan depends on rental income, this is the wrong community. The Census survey counts 126 renter-occupied homes against 3,407 owner occupied. The developer runs a rental program, but underwrite the purchase without rental income and get the covenants and any town rules in hand first.
Three live issues deserve a question before you commit. The flood map splits the community roughly in half, so the lot you choose, not the community you choose, sets your carrying cost. NCDOT’s project page for the NC 211 widening describes 7.2 miles from Midway Road to NC 87 going from two lanes to four with construction begun in January 2022, but the page’s most recent update is dated October 31, 2023 and gives no completion date, so we will not quote one; drive NC 211 at rush hour before you decide. And on sewer, Port City Daily reported on February 24, 2026 that the state had declined to approve Brunswick County sewer line extension permits since November 2025, after a 2023 law required counting flow allocated to unbuilt homes as though it were already in the system. The county manager called it a roadblock rather than a moratorium and the stalled projects named were in the north of the county, but if you are buying a homesite to build on, confirm your sewer allocation in writing. One more thing to weigh if family may move in with you: all three assigned Brunswick County schools, Southport Elementary, South Brunswick Middle and South Brunswick High, carry a C on the 2024-25 North Carolina School Report Cards, at 63, 61 and 63, and the high school did not meet its growth target.
Related questions people also ask
How much are HOA dues at St. James Plantation?
We will not publish a figure, because the property owners association does not post a current assessment publicly and the club dues are billed separately from it. Ask the seller in writing for the current POA assessment, the club dues for the membership tier you want, any initiation deposit, and whether the existing membership transfers with the house. Those four answers belong in hand before your due diligence period ends.
Is St. James Plantation in a flood zone?
About half of it is. Of 57 active listing addresses geocoded against the FEMA National Flood Hazard Layer on October 9, 2026, 26 landed in Zone AE with base flood elevations of 11 to 13 feet, 8 in shaded Zone X and 23 in an area of minimal hazard. Zone AE means a federally backed mortgage requires flood insurance, so pull the flood determination and the elevation certificate on the specific lot rather than relying on a community-wide answer.
How far is St. James Plantation from Wilmington?
Farther than most buyers expect. By road routing calculated October 9, 2026 from the NC 211 entrance, free flow and approximate, downtown Wilmington is 29.2 miles and 46 minutes and Wilmington International Airport is 34.9 miles and 60 minutes. Southport is much closer at 8.5 miles and 18 minutes, and the Oak Island public beach access is 8.2 miles and 18 minutes.
Before you fall for a floor plan, do two things on the specific lot: pull the flood determination and elevation certificate, and get the POA assessment and club dues in writing with the transfer question answered. Then drive NC 211 at five o’clock. If you want help running those numbers against what the same money buys in Southport or Brunswick Forest, talk it through with our team.
