Neighborhood Overview: Hampstead homes for sale
Hampstead is not a town. No mayor, no town hall, no municipal tax bill, and that fact explains more about buying here than anything else. It is an unincorporated community in Pender County along US 17 between Scotts Hill and the beach towns of Surf City and Topsail Island, and its boundaries are whatever ZIP 28443 says. Pender County Tourism calls it a former fishing village and a whistle stop on the Atlantic Coast Line Railroad. The county’s FY 2026-2027 budget puts the population estimate at 74,072, up 2.72 percent in a year and 22 percent since 2020, and Hampstead takes a large share of that.
Our Pender County market update puts it plainly: a Wilmington suburb with Pender County taxes and Topsail-area schools, where buyers priced out of New Hanover go first. What you buy is range. Of the 233 active residential listings we counted in ZIP 28443 on September 26, 2026, 70 were new construction. Older ranch homes on an acre with a well and a septic tank sit minutes from subdivisions going up in phases, and a few deep-water properties on Topsail Sound anchor the far end. There is no historic downtown here. There is a highway, and a lot of good living set back off it.
Home Price Ranges
On September 26, 2026 those 233 listings asked $154,000 to $3,995,000, median $565,000, at a median 67 days on market. By type, 202 single-family homes ran a median $619,567, eleven townhomes $260,000 to $749,000 and nineteen manufactured homes a median $249,900, most of what sits under $250,000 here. Another 230 listings in the ZIP were already under contract. Ninety land listings ran a median $199,000 at a median 152 days, so lots sit more than twice as long as houses.
On the sale side, our Pender County market update put the county median sale price at $477,000 for the three months ending August 2026, up 0.5 percent year over year, with active inventory down 4.9 percent to 423 and days on market stretched to 76 from 62. Pender is the tightest and steadiest of the three counties we cover, and Hampstead is doing most of that work. Asking prices here run above the county median because Hampstead is the expensive end of Pender County, not the average.

Life here happens on the water, on a golf course, or in a ball field parking lot on a Saturday:

Pender County Tourism calls Hampstead the Seafood Capital of the Carolinas, and the markets along US 17 earn it. The set-piece on the calendar is Celebrate Hampstead, Mother’s Day weekend, benefiting the Greater Hampstead Chamber of Commerce and the Topsail schools’ arts programs. The trade-off: almost everything here is a short drive, and almost nothing is a short walk.
Schools & Education
Hampstead is the strongest corner of Pender County Schools. Every school with a Hampstead address earned a B on the state’s 2024-25 School Report Cards, while most inland Pender schools earned a C or D:
- Topsail Annandale Elementary School, 17385 US Highway 17, PK-4, a B at 77, met growth
- North Topsail Elementary School, 1310 Sloop Point Loop Road, PK-5, a B at 75, met growth
- South Topsail Elementary School, 997 Hoover Road, PK-5, a B at 71, met growth
- Topsail Middle School, 17445 US Highway 17, grades 5-8, a B at 71, did not meet growth
- Topsail High School, 245 St. Johns Church Road, grades 9-12, a B at 82, exceeded growth
What matters more than the letter grades: the district publishes no public address lookup tool. Which of the three elementary schools an address attends varies, and the north end of the ZIP can fall to Surf City Elementary or Surf City Middle, both of which earned a C. Getting Around
Hampstead runs along US 17, and until recently that was the whole story and the problem. Routing estimates from US 17 and NC 210, approximate and in free-flowing traffic: downtown Wilmington about 17 miles and 30 minutes, the airport about 18 miles and 28 minutes, Mayfaire about 12 miles and 21 minutes, Wrightsville Beach about 15 miles and 26 minutes, the Surf City beach access about 14 miles and 22 minutes. Novant Health’s Scotts Hill campus is 5 miles south.
Those are honest averages, not what a 5 p.m. Friday feels like. Drive your own commute at the hour you would actually drive it before you commit here.
Relief is arriving in pieces. NCDOT’s US 17 Hampstead Bypass is a $490 million project in two segments, $211 million from NC 140 to NC 210 and $279 million north of there. Southbound lanes near Leeward Lane shifted onto new roadway on May 28, 2026, and NCDOT expects the first full segment, NC 210 to Sloop Point Loop Road, to open in late 2027 and the whole project to finish in 2030. Nearby we also cover Topsail Beach and Porters Neck.
What Buyers Should Know
Most of Hampstead is high and dry, and the exceptions are expensive. We queried FEMA’s National Flood Hazard Layer at 60 active Hampstead listings on September 26, 2026. Fifty-one came back Zone X, an area of minimal flood hazard, and three shaded Zone X. Six came back Zone AE at base flood elevations of 11 to 13 feet, all creek-side or sound-side, and a $2.9 million listing on Shipyard Lane returned Zone VE at 13 feet, the coastal high hazard zone. Pender County’s ordinance requires the base flood elevation plus two feet of freeboard in a special flood hazard area. For most buyers the bigger cost is not flood insurance anyway: carriers this close to the ocean commonly apply a wind and hail deductible set as a percentage of insured value.
Four fire districts share one ZIP code. Pender County levies 73.75 cents per $100 countywide plus 9.25 cents for EMS, then a fire district rate. Checking Pender County GIS at 40 active listings on September 26, 2026, 17 fell in the Sloop Point district, 15 in Hampstead, 5 in Northeast Pender and 3 in Scotts Hill. The first three are each levied at 9.5 cents in the FY 2026-2027 budget ordinance, so the combined rate is 0.925 percent, roughly $5,226 a year on the $565,000 median asking price. There is no municipal tax on top. One warning: Pender revalued effective January 1, 2026, then Senate Bill 889, signed June 19, 2026, delayed those values a year, so the figure you see at closing uses the old schedule.
Every school here is over capacity, and the lines are being redrawn. On the district’s out-of-capacity table dated November 12, 2025, Topsail High enrolled 1,949 students against a capacity of 1,400, Topsail Middle 845 against 745, South Topsail 613 against 512, Topsail Annandale 572 against 506 and North Topsail 537 against 511. The district is redistricting with NC State’s Institute for Transportation Research and Education, last updated September 22, 2026, with draft scenarios due in November and December 2026 and new boundaries effective 2027-28. J.H. Lea Elementary and Middle School is under construction in Hampstead, opening August 2027 for more than 2,000 students. With roughly 63 pending developments and 12,700 dwelling units in the county pipeline, the school your address feeds today may not be the one it feeds next fall.
Water and sewer are catching up, not caught up. Pender County Utilities added three wells and a 500,000-gallon elevated tank in the Scotts Hill and Hampstead area in April 2024 and is permitting a Membrane Water Treatment Plant in Hampstead, funded partly by a 13.2 percent water rate increase this year. County sewer does not reach everywhere, so on older lots make the septic inspection and well test part of due diligence rather than an afterthought.
Short-term rentals are barely regulated here. We read Pender County’s full Unified Development Ordinance on September 26, 2026 and found no short-term rental or vacation rental use category in it, so unincorporated Hampstead has no county permit scheme, cap or residential-district ban, unlike Southport. Your constraint will be the HOA, so read the covenants before you count on rental income.
