Moving from Pennsylvania to the Wilmington area usually trades a high property tax bill for a high insurance bill, and a lower house price for a higher one. Your property tax falls by roughly half, your homeowners premium climbs, and if you are retired you start paying state income tax on pension and IRA withdrawals that Pennsylvania never touched. Whether the move saves you money depends almost entirely on whether your income is earned or drawn.

Why Pennsylvania buyers end up on the Cape Fear coast
Pennsylvania is a large feeder state for North Carolina, and the flow is lopsided.
- 13,261 people moved from Pennsylvania to North Carolina in 2024, against 7,838 going the other way U.S. Census Bureau, ACS 2024 one-year state-to-state migration flows, Table 1
- That makes Pennsylvania the eighth largest state source of arrivals in North Carolina, behind Florida, South Carolina, Virginia, Georgia, California, New York and Texas U.S. Census Bureau, ACS 2024 one-year state-to-state migration flows, Table 1
We see three Pennsylvania buyers most often. A couple in their late fifties or sixties from Bucks, Montgomery, Chester or Delaware County who have paid off a house, watched the school tax line grow for twenty years, and want to stop shoveling. A working family from the Lehigh Valley or Lancaster County where someone works remotely. And buyers from Allegheny County and the western half of the state, where the arithmetic is harder because the house they are selling is worth less.
One honest note before the numbers. The Wilmington area is not a cheaper version of where you live. It is a more expensive housing market than almost all of Pennsylvania, with a lighter tax structure and a heavier insurance structure. Which of the three counties you buy in changes your monthly cost more than the state line does.
What your Pennsylvania budget actually buys here
Start with list prices, because that is what you will shop against. These are Realtor.com medians carried on FRED, the same measure at both ends of the move.
| Market | Median list price, September 2026 |
|---|---|
| Pittsburgh metro | $245,000 |
| Allegheny County | $249,950 |
| Philadelphia County | $264,950 |
| Philadelphia metro (PA-NJ-DE-MD) | $374,950 |
| Brunswick County, NC | $439,660 |
| Wilmington NC metro | $471,489 |
| New Hanover County, NC | $518,751 |
| Pender County, NC | $549,450 |
Realtor.com residential listing data via FRED, September 2026.
The gap is not uniform. Against the Philadelphia metro, the Wilmington metro is about $97,000 higher on the median list price, and $250 a square foot against $228. Against Pittsburgh it is nearly double on price and about half again as much per square foot. A Bucks County seller usually arrives with enough equity to buy comparably here. A seller from Allegheny or Westmoreland County usually does not, and we would rather tell you before you list than after.
Sale prices tell you what the market is paying, and the three counties are moving differently right now.
- New Hanover County median sale price $464,000, down 1.3% year over year, 61 days on market, 1,251 active listings Our New Hanover County market update, three months ending September 2026
- Brunswick County $394,000, up 3.7%, 93 days, 2,334 listings. Pender County $499,000, up 16.1% on about 109 sales a month, 83 days, 430 listings Our Brunswick and Pender county market updates, three months ending September 2026
- 30-year fixed mortgage rate 7.40%, 15-year 6.71% Freddie Mac Primary Mortgage Market Survey, week ending October 15, 2026
Two things there matter to you. Inventory is high and the clock has stretched, so you will have choice and time that Pennsylvania buyers in hot suburban districts have not had in years. And Pender’s 16.1% jump is a small-sample number, so treat it as noise rather than a trend. Our New Hanover, Brunswick and Pender county market updates are rewritten every month with the current figures.
The rate matters more than the price difference for most Pennsylvania buyers. At 7.40% on a $400,000 loan you are looking at about $2,770 a month in principal and interest, which our monthly mortgage update keeps current. If you are selling a paid-off house and buying here with cash, the rate is somebody else’s problem. If you are financing, builder buydowns are currently beating anything the open market offers, which is one reason so many relocating buyers end up in new construction.
Taxes: the honest comparison, in both directions
Pennsylvania buyers get this wrong in both directions. The property tax saving is real. So is the income tax increase, and for a retired household it can be larger.
Property tax
Pennsylvania collects property tax through three bodies, each with its own millage: the county, the municipality or township, and the school district. The school line is usually the biggest, which is why you think of property tax as school tax. North Carolina has no school district levy. Schools are funded inside the county budget, property is appraised at 100% of market value, rates are quoted in cents per $100, and you get one bill a year.
- Effective property tax rate on owner-occupied housing: Pennsylvania 1.26%, North Carolina 0.66% Tax Foundation, 2026 state tax pages
- Philadelphia real estate tax 1.3998% of assessed value, city plus school district, unchanged since 2016 City of Philadelphia Department of Revenue, real estate tax and tax rate history pages
- New Hanover County 30.6 cents per $100, with the City of Wilmington adding 33.15 cents for 63.75 cents combined New Hanover County fiscal 2026-2027 rates, Port City Daily, July 10, 2026
- Brunswick County 34.2 cents per $100, held flat for fiscal 2026-2027, with municipal rates on top Port City Daily, May 6, 2026
- Pender County 73.75 cents per $100, held flat for fiscal 2026-2027 WECT, June 16, 2026; Port City Daily, June 19, 2026
Run a $464,000 house, the current New Hanover median, through both rates. At Pennsylvania’s 1.26% effective rate it carries roughly $5,846 a year; inside the Wilmington city limits at 63.75 cents it carries about $2,958. That saving of roughly $2,900 is the number that gets people on a plane.
Then notice how much the county matters. Pender’s 73.75 cents is more than double Brunswick’s 34.2 cents, so a Hampstead house and a Leland house at the same price do not carry the same bill. We go into detail in our post on how North Carolina property taxes compare to Pennsylvania.
Income tax, and why retirees should run the numbers twice
Pennsylvania levies a flat 3.07% on eight enumerated classes of income. Retirement distributions and Social Security are not among them. North Carolina taxes income at a flat 3.99%, exempts Social Security in practice, and taxes pension, IRA and 401(k) withdrawals like any other income unless you are a vested government retiree covered by the Bailey settlement.
- Income tax: Pennsylvania 3.07% flat, North Carolina 3.99% flat for taxable years after 2025 Pennsylvania Department of Revenue tax rates page; NC Department of Revenue tax rate schedules
- Philadelphia wage tax 3.735% for residents and 3.425% for non-residents, effective July 1, 2026; North Carolina has no local income tax City of Philadelphia Department of Revenue, tax rate history, revised June 11, 2026
- Sales tax: Pennsylvania 6% state with 6.34% combined average; North Carolina 4.75% state with 6.99% combined average Tax Foundation, 2026 state tax pages
- Pennsylvania inheritance tax: 0% to a surviving spouse, 4.5% to children and lineal heirs, 12% to siblings, 15% to others except charities. North Carolina has no estate or inheritance tax Pennsylvania Department of Revenue tax rates page; Tax Foundation, 2026 North Carolina page
Work the two cases separately. They come out opposite.
A working household in Philadelphia pays 3.07% to the state plus 3.735% to the city, which is 6.805% on wages. Moving here drops that to 3.99% with no local layer, a difference of about $4,200 a year on $150,000 of wages, on top of the property tax saving. For that household the move is a clear tax win.
A retired couple drawing $90,000 a year from an IRA pays nothing on it in Pennsylvania and about $3,591 in North Carolina. That alone cancels most of the property tax saving, and the insurance increase in the next section can finish the job. We say this to every retired Pennsylvania buyer who tells us they are moving for the taxes, and about a third have not heard it before.
Two smaller items. Budget for a slightly higher sales tax here, because North Carolina’s combined average sits above Pennsylvania’s. And for many families the 4.5% lineal inheritance rate is a larger number than anything else on this page.
We are brokers, not accountants. Before you treat this as a tax decision, have a CPA licensed in both states run your return both ways.
Insurance and flood, the line items Pennsylvania did not have
This is where the property tax saving goes, and Pennsylvania buyers underestimate it. Coastal homeowners insurance here is priced for wind, and rates in the beach territory have been rising fast.
- The settlement announced January 17, 2025 approved homeowners increases of 16% on June 1, 2025 and 15.9% on June 1, 2026 for the beach territory covering New Hanover, Brunswick, Pender, Carteret and Onslow counties NC Department of Insurance homeowners rate settlement, January 17, 2025
Three structural differences from a Pennsylvania policy. Your wind and hail deductible here is usually a percentage of the dwelling coverage rather than a flat dollar amount, so on a $600,000 home a 2% deductible is $12,000 out of pocket before the policy pays on a named storm. Flood is a separate policy your homeowners policy does not include, and your lender requires it in a high-risk zone. And some coastal addresses cannot get wind coverage in the standard market at all, and go instead to the North Carolina Insurance Underwriting Association, commonly called the Beach Plan.
None of this should scare you off. It should change the order in which you shop. Get a real homeowners quote and a flood determination on a specific address before you write an offer, because the spread between two houses a mile apart can be a few thousand dollars a year. Our guide to coastal homeowners insurance walks through the deductibles, and our flood zone guide explains how to read the FEMA map for a parcel.
The practical effect: a $2,900 property tax saving can be consumed entirely by the insurance line, and on a waterfront house it will be. Inland in Leland or Burgaw, it usually is not.
The weather you gain and the weather you take on
Winter is the reason most Pennsylvania buyers start looking, and it delivers. Summer is the part people guess wrong about.

The January row is the whole pitch. A Wilmington January afternoon averages 57 degrees, sixteen warmer than Philadelphia and twenty-one warmer than Pittsburgh, and the annual snowfall normal here is under an inch against 23 in Philadelphia and 44 in Pittsburgh. You will sell the snow blower and not miss it.
The July row is the surprise. Wilmington’s average July high is 90 degrees against Philadelphia’s 87.8. People from the Philadelphia area expect the summer here to be far hotter than what they know, and on the thermometer it is not. What is different is the overnight low, 73 against 69.6, and the humidity that comes with sitting between a river and an ocean. It does not cool off at night the way it does in the Lehigh Valley. August is a month you plan around, and the ocean, which holds its heat into October, is the compensation.
The rain is the number people miss. Wilmington averages just over 60 inches a year against Philadelphia’s 44 and Pittsburgh’s 40. It does not rain more often, it rains harder, in summer downpours that drop an inch in half an hour. Drainage and lot grading are due diligence items here in a way they are not in Chester County.
Hurricane season runs June 1 to November 30 with a September 10 peak, on the National Hurricane Center’s climatology. In practice that means an evacuation decision every few years, a generator or a plan, and a real hurricane within a decade. What is different from Pennsylvania flooding is wind and storm surge. Our post on the real downsides of living in Wilmington is the unvarnished version.
Where Pennsylvania buyers tend to land
There is no Pennsylvania neighborhood here, but there are patterns that track what you are leaving.
If you are coming from the Philadelphia suburbs
You are used to a township with good services, mature trees and a short drive to everything. The closest equivalents are in New Hanover County: Ogden, Porters Neck, the Mayfaire corridor and Autumn Hall. Prices are high by Wilmington standards, but the drives are short and the resale market is the deepest in the region. Our guide to the best neighborhoods in Wilmington lays out the trade-offs by budget.
If the number has to work
Leland, in Brunswick County, is where most of our relocating buyers start and a large share finish. It is fifteen minutes from downtown Wilmington across the Cape Fear Memorial Bridge, the county rate is 34.2 cents, and it is the region’s new-construction engine. Brunswick Forest and Magnolia Greens are the names you will hear first. The trade is the bridge at rush hour and a thinner dinner scene than the Philadelphia suburbs.
If you want a small town with a waterfront
Southport is the one Pennsylvania retirees fall for. Live oaks, a working waterfront, a half-hour to Wilmington and longer on a summer Saturday. St. James Plantation next door is the large gated option, with golf, a marina and an amenity package that reads like a Bucks County country club.
If you are still working and want space
Hampstead, twenty minutes north in Pender County, is a Wilmington suburb with Topsail-area schools. The catch is the 73.75-cent county rate, so price the tax line before comparing houses across the county line.
If the beach is the point
Carolina Beach and Oak Island are where a Pennsylvania budget still reaches the water. Wrightsville Beach is where it generally does not. Be honest about whether you want to live at the beach year round or visit it, because the two answers point at different houses. Our moving to Wilmington overview maps the three-county geography.
A word on new construction, since roughly half of relocating buyers end up there. Builders here are buying rates down in a way resale sellers cannot match, and the model home is not a neutral party. The agent at the desk works for the builder, and most builders will not let you add your own agent after you register alone, so bring representation to the first visit. We compare the two paths in new construction versus resale, and our new construction pages cover our builders.
Work, healthcare and schools
Work
Wilmington is not Philadelphia and the job market is thinner. The economy leans on a handful of large employers, the port, tourism and the hospital.
- GE Aerospace has been in Castle Hayne since the mid-1960s. GE Vernova and Hitachi Nuclear Energy, Corning, Thermo Fisher Scientific PPD and Alcami are also here, and Live Oak Bank and nCino anchor a fintech cluster Wilmington Business Development, business leaders page
- Amazon is building a 650,000 square foot robotics fulfillment center expected to create more than 1,000 jobs, with a delivery station nearby at Pender Commerce Park, anticipated to launch in 2026 Wilmington Business Development, business leaders page
If you are remote, the question is whether your employer will let you keep your salary at a North Carolina address. Ask before you list, and get it in writing. We have watched that conversation go badly twice this year.
Healthcare
Novant Health New Hanover Regional Medical Center is the anchor.
- It is an approximately 800-bed teaching hospital and UNC School of Medicine branch campus, state designated a Level II trauma center since 1989 and the only Level II in southeastern coastal North Carolina Novant Health, New Hanover Regional Medical Center pages and 2022-2024 community benefit report
For routine and most serious care you are well covered, with Novant facilities in Brunswick and Pender counties as well. For a rare specialty you may still drive three hours to Chapel Hill or Durham. Buyers from the Philadelphia area notice that gap. Buyers from rural Pennsylvania find it an upgrade.
Schools
Three county systems serve the area: New Hanover, Brunswick and Pender County Schools. There are no school districts here with their own boundaries and their own levy. The county is the district, and assignment runs by attendance zone within it.
That changes how you shop. In Pennsylvania you pick a district and then a house. Here you pick a county, then an attendance zone, and the zone lines move more often than Pennsylvania district lines do. Verify the assignment for a specific address with the county system rather than from a listing, and ask whether the zone is under review.
Getting back to Pennsylvania
You will go back, for holidays, for a parent, for a wedding. Plan the trip before you pick the house.
- American Airlines flies nonstop from Wilmington International Airport to Philadelphia, and Avelo flies a seasonal nonstop to Wilmington, Delaware, which serves the Philadelphia area Wilmington International Airport airlines page
- There is no nonstop from ILM to Pittsburgh. Western Pennsylvania connects through Charlotte or Philadelphia Wilmington International Airport airlines page
- ILM also has nonstops to Charlotte, LaGuardia, Washington National, Newark, Atlanta, Dallas Fort Worth and Miami Wilmington International Airport airlines page
The Philadelphia nonstop is a genuine advantage and one reason we see more buyers from eastern Pennsylvania than western. From Pittsburgh, budget a travel day rather than a travel morning.
- Lancaster about 480 miles and 9.5 hours; Harrisburg about 482 miles and 9.5 hours OSRM routing engine, October 2026
- Philadelphia about 507 miles and 10 hours; Allentown about 556 miles and 11 hours OSRM routing engine, October 2026
- Pittsburgh about 578 miles and 11.5 hours; Scranton about 605 miles and 12 hours OSRM routing engine, October 2026
Those are clean-road estimates. The real number from the Philadelphia area is a long day on I-95 with the Washington and Richmond corridors in the middle, worse on a summer Friday. Most of our Pennsylvania clients drive twice a year with the dog and fly the rest.
Your first 60 days: the paperwork
North Carolina gives you less time than you expect, and the order of operations trips people up.
- Get a North Carolina driver license within 60 days of establishing a permanent residence here if you plan to drive NCDMV, moving to North Carolina page
- Title and register your vehicles when you accept gainful employment or at the end of the reciprocity period with your former state, usually 30 days, whichever comes first NCDMV, moving to North Carolina page
- You must get the North Carolina license before you can title and register a vehicle NCDMV, moving to North Carolina page
- You need proof of liability coverage from an insurer licensed in North Carolina. Out-of-state policies are not accepted NCDMV, moving to North Carolina page
- Vehicle property tax is billed with your annual registration renewal under the Tag and Tax Together program NCDMV, vehicle property taxes page
Read the second and third lines together. The registration deadline can arrive before the 60-day license deadline, and you cannot register without the license. If you are taking a job here, book the license appointment before you move.
Tag and Tax Together surprises Pennsylvania arrivals most. Pennsylvania does not tax your car. North Carolina does, annually, at your county’s rate on its assessed value. On two late-model vehicles in Pender County that is not a trivial line.
Also on the list: register to vote with your county board of elections, update your address with Social Security and Medicare if that applies, and line up a North Carolina attorney for the closing. This is an attorney state, so the attorney handles the title search and the settlement rather than a title company.
One timing note worth real money. The two markets are not on the same clock. Ours is slower than it was, at 61 to 93 days on market depending on county, which gives you room to negotiate and makes a contingent offer less of a handicap than two years ago. Talk to us before you list in Pennsylvania so the sequence works in your favor.
For a retired Pennsylvania household the move can easily run the wrong way financially. Pennsylvania spares your retirement income and taxes your house. North Carolina spares your house and taxes your withdrawals, and coastal insurance takes another bite. A couple drawing heavily from an IRA can save roughly $2,900 a year on property tax, give it back in state income tax, and give back more again on a wind and hail policy they never had to buy. This is a lifestyle decision that is sometimes also a tax decision, and almost never the other way around. The numbers are clearly better for working families with earned income, especially anyone paying the Philadelphia wage tax, and for families weighing what the Pennsylvania inheritance tax would take from their children. For everyone else, get a CPA to model it before you list.
Related questions people also ask
Is it cheaper to live in Wilmington NC than in Pennsylvania?
Housing is more expensive and taxes are lighter, so the answer depends on your balance sheet rather than the state. The Wilmington metro median list price was $471,489 in September 2026 against $374,950 for the Philadelphia metro and $245,000 for Pittsburgh, on Realtor.com data via FRED. Property tax is roughly half, at an effective 0.66% against Pennsylvania’s 1.26% on Tax Foundation 2026 figures, but coastal homeowners and flood insurance absorb much of that difference.
Does North Carolina tax my pension and IRA withdrawals?
Yes, at the state’s flat rate of 3.99% for taxable years after 2025, according to the NC Department of Revenue. Social Security is effectively untaxed because the federally taxable portion is deducted back out on the state return, and certain vested government retirees are exempt under the Bailey settlement. Private pensions and traditional IRA and 401(k) withdrawals are taxable, a change from Pennsylvania, where retirement distributions are not among the enumerated classes of taxable income. For a retired household this is often the largest single line in the comparison.
Can I fly nonstop from Wilmington to Pennsylvania?
To Philadelphia, yes. American Airlines operates a nonstop between Wilmington International Airport and Philadelphia, and Avelo runs a seasonal nonstop to Wilmington, Delaware, which also serves the Philadelphia area, according to the airport’s airlines page. There is no nonstop to Pittsburgh, so western Pennsylvania travelers connect through Charlotte or Philadelphia and should plan a full travel day each way.
How much snow does Wilmington NC get compared to Philadelphia?
Almost none. The NOAA 1991-2020 climate normal for annual snowfall is 0.9 inches at Wilmington against 23.1 at Philadelphia and 44.1 at Pittsburgh. The January average high is 57.2 degrees here against 41.3 in Philadelphia, the biggest day-to-day difference Pennsylvania arrivals notice. The trade is a hotter, more humid August and about 60 inches of annual rain against Philadelphia’s 44.
Which Wilmington area county has the lowest property taxes?
New Hanover has the lowest county rate at 30.6 cents per $100 for fiscal 2026-2027, with Brunswick at 34.2 cents and Pender at 73.75 cents, on the counties’ adopted rates as reported locally. The county rate is not the whole bill, because a municipal, fire district or EMS rate is added depending on the parcel. Inside the Wilmington city limits the combined rate is 63.75 cents, so an unincorporated Brunswick address can end up cheaper than a city address in the county with the lower headline rate.
Pick three addresses in three different counties, in the price range you can reach after you sell in Pennsylvania, and price each one through: county and municipal tax at the rates above, a real homeowners quote, a flood determination, and your expected IRA or pension withdrawals against the 3.99% rate. That one page will tell you more than any state ranking. Send us the budget and the areas you are weighing and we will build it with you address by address, and say plainly if the move does not pencil the way you were told.
