Why Is the Rate Higher on a Second Home in Wilmington?

Fannie and Freddie charge an upfront fee of 1.125 to 3.875 percent on second home loans, and your lender collects it as a higher rate.

The short answer

Your rate is higher because Fannie Mae and Freddie Mac charge an upfront fee on second home loans that they do not charge on a primary residence, and your lender collects it by raising your rate instead of asking you for cash at closing. The Federal Housing Finance Agency set that fee at 1.125 to 3.875 percent of the loan, tiered by loan-to-value, effective for loans delivered from April 1, 2022 onward.

This is the call we get most often from buyers looking at Carolina Beach, Oak Island, Surf City and Topsail. They were quoted one rate on their house in Raleigh or Columbus three years ago, they are quoted something noticeably worse on a beach place now, and the lender’s explanation stops at “second homes price differently.”

They do, and the reason is a specific published fee rather than anything about you. Knowing the size of it is what lets you decide whether to pay it down, shop around it, or structure the purchase differently.

Where the extra cost comes from

When a lender writes a conforming loan, it usually sells that loan to Fannie Mae or Freddie Mac. The two charge upfront fees based on the loan’s risk characteristics, and occupancy is one of them. On January 5, 2022 the Federal Housing Finance Agency announced that upfront fees for second home loans would increase between 1.125 percent and 3.875 percent, tiered by loan-to-value ratio, effective for deliveries and acquisitions beginning April 1, 2022. The same announcement raised fees on high balance loans by 0.25 to 0.75 percent.

On a $400,000 loan, the second home fee range works out to somewhere between $4,500 and $15,500 depending on where your loan-to-value lands. Almost nobody writes that check. The lender prices it into the interest rate instead, which is why the quote comes back as a rate difference you cannot immediately explain.

Here is the same thing in payment terms. Freddie Mac’s weekly survey put the 30-year fixed at 7.32 percent for the week ending October 22, 2026, down from 7.40 percent the week before and up from 6.19 percent a year earlier. By our arithmetic on that average, principal and interest on a $400,000 loan runs about $2,748 a month. Add a 2 percent upfront fee to the loan and you are financing $408,000, or about $2,803 a month. Add 3.875 percent and you are at roughly $2,854. Our monthly mortgage update carries the current survey rate and what it does to a Wilmington-priced payment.

Second home and investment property are not the same thing

This distinction costs people real money on the Cape Fear coast, because the house they are buying can plausibly be either.

A second home is one you occupy for part of the year and that is not rented out full time. An investment property is one bought to produce rent. Investment property carries its own upfront fee schedule, priced worse than a second home, and the underwriting is different too. If your plan is to rent the place most of the summer and use it two weeks in September, have a frank conversation with your lender before you apply, because the honest answer may be that it is an investment property and should be priced as one.

Do not solve that by telling the lender it is a second home when it is not. Occupancy is a representation you sign, lenders audit it, and the exposure is not worth the rate. We have walked buyers out of that idea more than once. If the rental income is central to the purchase, our posts on buying a beach rental in Surf City and buying a rental on Oak Island work through what the numbers actually look like.

What you can do about it

Four things change the outcome, in rough order of how much they matter.

Shop more lenders than you would on a primary. The fee attaches when the loan is sold to Fannie Mae or Freddie Mac, so a lender keeping the loan on its own books, or a credit union, or a bank with a jumbo portfolio product, is not bound by that grid. On a second home the spread between quotes in this market is wide enough to be worth four phone calls instead of one.

Watch your loan-to-value. Because the fee is tiered by loan-to-value, moving down a tier can cut it meaningfully. Ask your lender to price your loan at a couple of different down payments and show you the fee at each, in dollars, not as a vague “better rate.”

Price the whole carrying cost, not the rate. On a barrier island the rate difference is often the smallest line on the page. Flood and wind coverage, the named-storm deductible and the tax bill usually move the monthly number more. Our coastal insurance guide and our flood zone guide are the two documents to read before you fall in love with a view.

Check the property type separately. A condominium adds its own pricing adjustment and its own approval problem, and on Pleasure Island that approval is the thing that kills deals rather than the rate. We covered that in getting a loan on a Carolina Beach condo.

Where this gets complicated

We could not verify the current fee grid at the source for this post. Fannie Mae’s loan-level price adjustment matrix is the document that holds the exact percentage for your loan-to-value band and credit score, and its page returned an access error to us on October 28, 2026, so the numbers above are the published FHFA range rather than the current cell that applies to you. Published fee schedules also change over time. Ask your lender for the actual loan-level price adjustment in writing, in dollars, on your loan amount. Any lender who cannot produce that is not the lender for a second home purchase. One more honest point: if the rate difference is what makes or breaks the purchase, the purchase is probably too tight. A second home on this coast carries insurance, taxes, maintenance and assessments whether or not you use it, and a bad year of weather does not care about your rate.

Related questions people also ask

How much more is a second home mortgage rate than a primary?

There is no single spread, because the cost arrives as an upfront fee rather than a published rate difference. The federal fee increase on second home loans runs from 1.125 to 3.875 percent of the loan, tiered by how much you are borrowing against the value (Federal Housing Finance Agency, January 5, 2022), and your lender converts that into whatever rate bump covers it. That is why two lenders can quote the same borrower noticeably different rates on the same second home. Ask each one to show the adjustment in dollars so you are comparing the same thing.

Can I put 10 percent down on a second home?

Often yes, but the fee gets worse as your loan-to-value rises, so the lower down payment can cost more than it looks. Low down payment programs built for first-time and moderate income buyers are limited to primary residences, so they are not available here. Ask your lender to price the same house at two or three down payments and show you the fee at each before you decide. Sometimes the cheaper path is a larger down payment and a smaller loan.

Does renting out my second home change my mortgage?

It can change how the loan should have been written, which is the part that matters. A home you occupy part of the year and do not rent full time is a second home; a property bought to produce rental income is an investment property and is priced on a different and more expensive schedule. Occupancy is something you certify at closing, and misrepresenting it is a serious problem rather than a technicality. If renting is part of the plan, say so before you apply and let the lender price it correctly.

Your next step

Before you tour anything, ask a lender for a written quote on a specific price and down payment, with the second home loan-level price adjustment shown in dollars, and get the same from one portfolio lender who keeps loans in house. Bring both to our team with the address you are considering and we will put the insurance and tax numbers next to them, so you are comparing the real cost of owning rather than two rates.
