There is no single best neighborhood in Hampstead, because the things buyers move here for do not sit in the same places. Deep water and golf are at Olde Point and Harbour Village, new construction runs along US 17, and the cheap acreage is inland off Sloop Point Loop Road and NC 210.
Hampstead is not a town. There is no mayor, no town hall and no municipal tax bill, and its boundaries are whatever ZIP 28443 says they are. That is why this question is harder than it sounds. In an incorporated town you compare streets inside one set of rules. In Hampstead you are comparing subdivisions in different fire districts, zoned to different elementary schools, on either county water or a private well, all inside the same ZIP code and the same 15 miles of US 17.
So we answer this backwards with buyers. Instead of ranking neighborhoods, we ask which trade-off you are actually making. Our Hampstead community guide covers the taxes, schools and flood zones. What follows is how the neighborhoods themselves sort out.
Olde Point and Harbour Village, if the water is the point
These are the two addresses people mean when they say they want Hampstead for the water. Olde Point sits between the Intracoastal Waterway, the marshes and the Olde Point golf course, and its property owners association describes a community of custom-built homes on mature lots with deeded deep water access (Olde Point Property Owners Association, read October 4, 2026). Harbour Village is built around Harbour Village Marina at 101 Harbour Village Drive, a private members marina on the Intracoastal at mile marker 267, with fuel and pump-out open to the public.
The detail that surprises buyers is the dues. Olde Point charges $50 per property per year through the umbrella property owners association, assessed January 1 and due by the last business day of February, with a $20 per month late fee after March 1 (Olde Point Property Owners Association, 2026 Annual Dues, read October 4, 2026). That is not a typo, and it is not the whole story either. The same association lists at least six separate HOAs inside Olde Point: Section VI, Section VII, Golf Terrace Village, Widgeon Circle, Olde Point Estates, and Villas and Point Haven. Your section may carry its own assessment on top of the $50, and golf at Olde Point Country Club is a separate club membership, not an HOA benefit. Before you write an offer here, ask which section the house is in and get that section’s dues in writing.
The new-construction belt along US 17
If you want a house nobody has lived in, this is where you will spend your Saturdays. Three communities account for most of what our buyers tour. WyndWater is a Robuck Homes community planned for roughly 300 homes across 154 acres, with a pool, clubhouse and walking trails. East Wynd is the premium end, built by Charter Building Group and Hagood Homes on larger plans. Halcyon is a Hardison Building community along Virginia Creek, with homes designed with American Homesmith.
Scale matters here. Of the 233 active residential listings in ZIP 28443 we counted on September 26, 2026, 70 were new construction. That is a large share of one small market delivering at once, and it is why resale sellers in Hampstead compete against a builder who can buy down your rate when they cannot.
- 233 active residential listings in ZIP 28443, asking $154,000 to $3,995,000, median $565,000, at a median 67 days on market Coldwell Banker Hampstead listings, September 26, 2026
- 70 of those 233 listings were new construction; 202 single-family homes ran a median $619,567 Coldwell Banker Hampstead listings, September 26, 2026
- Pender County median sale price $477,000, up 0.5% year over year, with 423 active listings and 76 days on market Our Pender County market update, three months ending August 2026
- Combined property tax rate in the Hampstead fire district: 0.925 per $100, from 0.7375 county plus 0.0925 EMS plus 0.0950 fire Pender County FY 2026-2027 budget ordinance
- 90 land listings in the ZIP asked a median $199,000 at a median 152 days, so lots sit more than twice as long as houses Coldwell Banker Hampstead listings, September 26, 2026
Castle Bay, Belvedere Plantation and the golf-adjacent middle
Between the waterfront and the new builds sits the part of Hampstead that has been here a while. Castle Bay is built around Castle Bay Country Club, an 18-hole par 72 links-style course laid out on marshland, designed by Randy Blanton and opened in 1999, operating as a semi-private club with daily fee play (GolfPass course listing, read October 4, 2026). Belvedere Plantation is the older golf subdivision off US 17, a mix of resale homes and newer infill.
These are where buyers land when they want an established street, mature trees and a bigger lot than a new-construction phase gives them, without paying waterfront money. The trade is age. You are buying roofs, HVAC systems and septic tanks with a history, and in a market where the typical Pender County home takes 76 days to go under contract, you have time to inspect properly rather than waiving your way into a house.
What changes between one Hampstead street and the next
Three things vary inside this ZIP code more than buyers expect, and all three are worth checking before you fall for a floor plan.
Which school your address attends
Every school with a Hampstead address earned a B on North Carolina’s 2024-25 School Report Cards: Topsail Annandale Elementary at 77, North Topsail Elementary at 75, South Topsail Elementary at 71, Topsail Middle at 71 and Topsail High at 82. Pender County Schools publishes no public address lookup tool, and which of the three elementary schools an address attends varies. The north end of the ZIP can fall to Surf City Elementary or Surf City Middle, both of which earned a C. Call the district at 910-259-2187 and confirm the assignment for the specific address before you write an offer.
Which fire district you are in
Four fire districts share ZIP 28443, and the district rate rides on top of the county’s 73.75 cents and the 9.25 cent EMS levy. When we checked Pender County GIS against 40 active listings on September 26, 2026, 17 fell in the Sloop Point district. Two houses at the same price on different sides of a district line do not carry the same tax bill.
Whether the lot floods
Most of Hampstead is high and dry, and the exceptions are concentrated. We queried FEMA’s National Flood Hazard Layer at 60 active Hampstead listings on September 26, 2026. Fifty-one came back Zone X, an area of minimal flood hazard, and three shaded Zone X. Six came back Zone AE at base flood elevations of 11 to 13 feet, all creek-side or sound-side, and one listing on Shipyard Lane returned Zone VE at 13 feet, the coastal high hazard zone. Pender County’s ordinance requires the base flood elevation plus two feet of freeboard in a special flood hazard area. Our flood zone and flood insurance guide walks through what each of those letters costs.
The honest answer is that the best neighborhood in Hampstead is often not in Hampstead. If your commute is into downtown Wilmington five days a week, the roughly 30 minutes each way from US 17 and NC 210 in free-flowing traffic, per the routing estimates in our Hampstead guide, will wear on you long before the bypass helps, and Ogden or Porters Neck may serve you better for the same money. NCDOT’s US 17 Hampstead Bypass is a $490 million project in two segments, and the agency expects the first segment, NC 210 to Sloop Point Loop Road, to open in late 2027 and the whole project to finish in 2030. Southbound lanes near Leeward Lane shifted onto new roadway on May 28, 2026, so relief is arriving, but in pieces and not yet. We have written separately on whether Hampstead is worth the drive and on when the bypass will actually be finished. Drive your own commute at the hour you would really drive it before you commit to any address here.
Related questions people also ask
Is Hampstead or Surf City better for a year-round home?
Hampstead is the more practical year-round choice for most families, because it is closer to Wilmington jobs, hospitals and the airport, and it is not on a barrier island. Surf City gives you the beach at the end of your street, town water and sewer, and a commercial district, but you pay a municipal tax rate on top of the county rate and you carry barrier-island insurance. If the beach is a weekend thing rather than a daily thing, Hampstead usually wins on cost of ownership.
Do Hampstead homes have well and septic or county water and sewer?
Both exist in ZIP 28443, sometimes on the same road. Newer subdivisions along the US 17 corridor generally connect to Pender County utilities, while older homes on larger inland lots frequently run on a private well and a septic system. This changes your due diligence, because a septic system needs its own inspection and a well needs water testing, and it changes what you are responsible for after closing. Ask for the answer in writing before the inspection period starts rather than assuming from the age of the house.
Is Hampstead a good place to buy new construction?
It is one of the strongest new-construction markets in our three counties, which is good news and a reason to be careful. Several builders are delivering at once, so you have real choice and real negotiating room on incentives. The risk is that a builder’s sales agent represents the builder, not you, and the standard builder contract is not the state form with its due diligence protections. Have your own representation in place before you tour a model home, because many builders register you to whoever walks you through the door first.
Pick the trade-off first, not the neighborhood. Write down whether you are buying for deep water, for golf, for a new house, or for land and a lower price, then let that narrow the map. From there we can pull the fire district, school assignment and flood zone on any specific address in ZIP 28443 before you spend a Saturday on it. Browse what is active on our property search, and when you want to talk the list through with someone who drives these roads every week, our team is glad to sit down with you.
