Neighborhood Overview: Sea Breeze homes for sale

Sea Breeze is not a town. It is unincorporated New Hanover County, a strip of mainland between Carolina Beach Road and Myrtle Grove Sound, 13 miles south of downtown Wilmington. Of its 1,409 parcels on the county tax roll, 1,408 carry a fire district code and no municipality.

The Census Bureau does draw a line around it. Sea Breeze CDP holds 1.864 square miles of land and 0.226 of water, and the 2020-2024 American Community Survey counted 1,849 people, margin of error 386, in 993 housing units. Of 832 occupied units, 815 were owner occupied and 17 rented. That 98 percent rate tells you what to expect of turnover.

The name carries more history than the acreage suggests. Robert Bruce Freeman Sr. bought nearly 2,500 acres here in 1876, and in 1922 his sons Roland and Nathan opened a beach resort for Black families on it. Thomas and Victoria Lofton added a 25 room hotel in 1924. In 1951 Lulu Freeman Hill and her husband Frank opened Monte Carlo by the Sea across the water, and that oceanfront became Freeman Beach, nicknamed Bop City for the acts that played there. Hurricane Hazel washed the ground under Bop City into the sea in October 1954, and by 1975 most of Seabreeze’s businesses had closed.

That history is still in the tax roll. The old village core on Seabreeze Road and Elm Street is zoned B-2, business, on lots of 0.04 to 0.31 acres, and around it sit 1,357 R-15 parcels in seventeen subdivisions, including the western edge of The Cape. The survey records none of the 993 units as built before 1960. Hazel is why.

Home Price Ranges

On October 31, 2026 we read all three pages of Coldwell Banker’s Sea Breeze search: 83 distinct listings, 52 active and 31 pending, all inside the Census boundary when we checked their coordinates. Seventy-one are land.

That is the number that explains the rest. Sixty-two of those lots sit in one preliminary subdivision the county records as Sea Glass Harbour, 69 lots at the north end, marketed as Shoreline at Carolina Beach Inlet. They run $349,000 to $2,010,000, median $420,000, and 29 are pending. If a listing site’s Sea Breeze results look strange, that is why.

Take the lots out and the resale market is small: twelve active houses and townhomes, $375,000 to $3,250,000, median asking $824,500, median 113 days. The top is waterfront: $3,250,000 and $2,250,000 on South Seabreeze Road, both at 184 days, and $2,650,000 and $1,229,000 on Radnor Road in Inlet Watch. The bottom is not, and runs $375,000 to $750,000. The 40 active land listings run $80,000 to $1,885,000, median $710,000.

For scale, our New Hanover County market update puts the county median sale price at $464,000 for the three months ending September 2026, down 1.3 percent year over year. The survey put the median value of owner-occupied homes in Sea Breeze at $405,100, and the county’s 2026 median appraisal on the 1,162 improved parcels at $492,050. Both sit well below the asking prices on the sound, because most of Sea Breeze is not on it.

Lifestyle & Community

Sea Breeze is quiet and short on commerce. The real places:

  • N.C. Highway Historical Marker D-124, Seabreeze and Freeman Beaches, at 7617 Carolina Beach Road where it meets South Seabreeze Road, dedicated May 31, 2024
  • Saltwater Stories, 1114 S. Seabreeze Road, a dinner series on Seabreeze land started in April 2026 by Cedric Harrison and chef Keith Rhodes, with Freeman descendant Elise Freeman-Muhammad telling the history
  • Inlet Watch Yacht Club, 801 Paoli Court, open since 1974, wet and dry slips for lease and sale on an 18 acre waterfront site
  • Carolina Beach State Park, 1010 State Park Road, with a marina, boat ramp, campground, nine miles of trail and wild Venus flytraps
  • Freeman Park, Carolina Beach’s drive-on beach at the north end of Pleasure Island, four wheel drive only and a paid access pass

That is the honest list. No grocery store, no pharmacy, no school, no walkable block. Errands happen at Monkey Junction or in Carolina Beach. People choose Sea Breeze for the water and the quiet, and accept the driving.

Schools & Education

New Hanover County Schools serves Sea Breeze, and the elementary line runs through it. We sampled 653 points against the boundary layer behind the district’s locator on October 31, 2026:

  • Elementary. About 56 percent of points, the north and east, go to Edwin A. Anderson Elementary, 455 Halyburton Memorial Parkway. The southern and western 44 percent goes to Carolina Beach Elementary, 400 South 4th Street. Of the 83 listings, 79 are in the Anderson zone.
  • Middle and high. Every point feeds Charles P. Murray Middle and Eugene Ashley High, both on Halyburton Memorial Parkway.

The 2024-25 North Carolina School Report Card data sets, downloaded from NC DPI on October 31, 2026, give Carolina Beach Elementary a B at 82, Murray Middle a B at 79 and Anderson a B at 77, all exceeding growth. Ashley earned a C at 66 and missed growth. None of the four is flagged low performing.

The capacity problem is the middle school. The county lists capacity at 601 for Anderson, 475 for Carolina Beach and 752 for Murray, against DPI memberships of 514, 389 and 900. Murray is about 150 students over.

Getting Around

One road does everything. Carolina Beach Road, US 421, is the way in and out, and South Seabreeze Road, SR 1531, is the spur that drops east toward the water. NCDOT’s 2024 counts, published September 2025, put US 421 just south of the Seabreeze turn at 30,000 vehicles a day and South Seabreeze Road at 400. You live on a quiet road that meets a busy one.

Distances are approximate, from OpenStreetMap routing on October 31, 2026, from the center of the Census place. The Carolina Beach boardwalk is about 2.9 miles and 8 minutes, Kure Beach 5.8 and 11, Monkey Junction 4.6 and 8, Novant Health NHRMC 10.9 and 19, downtown Wilmington 13.2 and 24.

Eight minutes from a beach and twenty four from the city is an unusual pairing here, and both trips start on the same highway. NCDOT’s 2026-2035 program funds a US 421 widening from NC 132 to Sanders Road, project U-5790, construction 2029. That work ends well north of here, so the summer backup toward Snow’s Cut is not scheduled to be fixed. Compare Myrtle Grove and Masonboro on that score.

What Buyers Should Know

Most of what is for sale here sits in a flood zone. We ran all 1,409 parcels and all 83 listings against the county’s FloodHazards_2025 layer on October 31. Of the 1,162 parcels carrying a building, 311, or 26.8 percent, sit in the Special Flood Hazard Area, 231 in Zone AE and 80 in Zone VE. The listings are a different picture: 45 AE, 16 VE and only 9 Zone X. Base flood elevations run 9 to 15 feet. VE means wave action, which changes what you can build and what you pay to insure it.

Insurance is the line item that moves. New Hanover is one of the eighteen counties in the state’s Coastal Area under G.S. 58-45-5. The Coastal Property Insurance Pool defines the Beach Area as the land south and east of the inland waterway, which puts Sea Breeze on the mainland side of it. Its wind and hail policy exists for the common case, a carrier that has excluded windstorm. The Rate Bureau had asked 42.2 percent statewide and as much as 99.4 percent in coastal territories; the January 17, 2025 settlement approved 7.5 percent in June 2025 and again a year later, and bars a new filing before June 2027.

Being unincorporated keeps the tax bill low. The county rate table sets 2026 at 0.3020 per $100 plus 0.0040 debt service, and the fire district adds 0.0725 because there is no town, for 0.3785. On the median improved appraisal of $492,050 that is roughly $1,862 a year. The city of Wilmington would add 0.3315.

Water and sewer deserve an answer in writing. Cape Fear Public Utility Authority serves the unincorporated county, and county Environmental Health permits wells and septic where its lines do not reach. We could not source a parcel level service map this week and will not guess at one. On a vacant lot, make the soil evaluation a condition.

The north end is about to change. Sea Glass Harbour is a preliminary 69 lot subdivision on the largest undeveloped waterfront tract here. Preliminary means approved on paper, so ask what is bonded, what is built and what the association will cost. Short term rentals answer to the county, not to a beach town, and New Hanover charges a 6 percent room occupancy tax.
