Neighborhood Overview: Rocky Point homes for sale

Rocky Point is not a town. It is unincorporated southern Pender County, where US 117, NC 210 and NC 133 meet near Exit 408 of Interstate 40. No town hall, no mayor, no town tax rate.

There are three Rocky Points, and buyers meet all of them without being told. In the Census Bureau’s TIGERweb 2020 layers, queried October 30, 2026, the Rocky Point census designated place held 1,476 people across about 6.9 square miles and Rocky Point township 7,802. ZIP code 28457, the version a listing site means, held 11,464 people, margin of error 1,234, in the 2020-2024 American Community Survey.

Hold on to that third number. The ZIP runs from the Northeast Cape Fear River bottomland on the west to within a few miles of the New Hanover line on the east, and flood exposure, school assignment and drive time all change as you cross it. Here the street matters more than the town name, literally.

What you buy here is usually land with a house on it: farmhouses on acreage, manufactured homes on private lots, a few subdivisions off NC 210. The same survey put the median home value in ZIP 28457 at $245,900, plus or minus $30,914.

Home Price Ranges

On October 30, 2026 we read all four pages of Coldwell Banker’s Rocky Point search. Sixty-four distinct Rocky Point NC 28457 addresses appeared, 38 active and 26 pending. Of the active, 29 were homes, 23 single family and 6 manufactured, and 9 were land.

Those 29 homes ran from $238,000 to $2,900,000, median $389,900, median 56 days on market: six under $300,000, fifteen between $300,000 and $500,000, eight at $500,000 or more, and 27 under a million. The two that were not are acreage tracts on Cattle Drive, which says more about land prices than house prices.

The nine active land listings are the other half of this market: $27,995 to $1,750,000, median $109,000. In Rocky Point the lot is often the product.

Our Pender County market update puts the county median sale price at $499,000 for the three months ending September 2026, up 16.1 percent year over year, with 83 days on market and 430 active listings. Rocky Point sits far below that, because Hampstead and the Topsail beaches carry the county median. Only 5 of the 29 active homes were new construction, so you are usually buying from a person, not a sales trailer.

Lifestyle & Community

Rocky Point is rural, with a short list of real places:

  • Paul’s Place Famous Hotdogs, 11725 US Highway 117 S, run by the Paul family since 1928 and known for the sweet relish it sells by the jar
  • Jade Garden, 13732 NC Highway 210, the other restaurant Pender County’s tourism office lists here
  • Central Pender Park, 3378 US Highway 117, the county’s newest park, with four lighted fields, a path, a playground and a picnic shelter
  • Moores Creek National Battlefield, the National Park Service site at the 1776 battlefield in Currie, twenty minutes west
  • Holly Shelter Game Land, the state game land east of NC 210 managed by the NC Wildlife Resources Commission
  • Burgaw, the county seat sixteen minutes north, with the courthouse square and the grocery run

That is the honest list. There is no grocery store and no walkable block in Rocky Point itself. Errands happen in Burgaw, in Castle Hayne or at the north end of Wilmington. People choose Rocky Point for land, quiet and the interstate.

Schools & Education

Rocky Point is served by Pender County Schools, and a 28457 address does not tell you which ones. On October 30, 2026 we ran Rocky Point addresses through the district’s School and Bus Stop Locator and got three answers:

  • Lanier Avenue, in the census designated place: Rocky Point Elementary, Cape Fear Middle, Heide Trask Senior High
  • Bellhammon Forest Drive, Pond Road, Bronze Drive, Gooseneck Road West, Hearthside Drive: Cape Fear Elementary, Cape Fear Middle, Heide Trask Senior High
  • Broughton Lane, Island Creek Road, Preswick Drive, Glasgow Drive, the southeastern corner of the ZIP: South Topsail Elementary, Topsail Middle, Topsail High

Read that last line twice: the Topsail schools are the crowded ones. The district’s out-of-capacity table, dated November 12, 2025 and built on Pender County Schools capacities and 2025-26 month-one average daily membership, puts enrollment against capacity at 390 of 484 at Rocky Point Elementary, 540 of 676 at Cape Fear Elementary, 417 of 691 at Cape Fear Middle and 713 of 815 at Heide Trask High. On the Topsail side: South Topsail Elementary 613 of 512, Topsail Middle 845 of 745, Topsail High 1,949 of 1,400.

The district opened a redistricting process in August 2026. As of its October 1, 2026 update no boundary has changed and recommendations go to the Board of Education in January 2027. Pender counts 10,892 students in 2025-26 and projects 17,407 by 2035-36. If assignment drives your purchase, run the exact address and ask us where that calendar stands today.

Getting Around

Rocky Point runs on three roads and one interchange. I-40 Exit 408 puts you on NC 210, US 117 runs parallel as the old main road, and NC 133 drops south toward Castle Hayne. The interstate is the argument for living here.

The distances below are approximate, from OpenStreetMap routing on October 30, 2026, measured from the center of the census designated place. Downtown Wilmington is about 20.5 miles and 29 minutes, Wrightsville Beach, the nearest beach, about 20 and 30. Wilmington International Airport is about 14 miles but roughly 28 minutes, because the short way in is Castle Hayne Road and its traffic lights. Burgaw is about 9 and 16 and Castle Hayne about 9 and 17.

The drawback is the one every rural buyer finds in month two. Nothing is walkable, every household needs two cars, and the I-40 run is pleasant until it reaches Wilmington, where the last four miles take as long as the first sixteen. Weigh that against Castle Hayne and Wrightsboro.

What Buyers Should Know

Most Rocky Point addresses are out of the flood zone, and the ones that are not sit near water. We queried the FEMA National Flood Hazard Layer at 64 distinct Rocky Point listing locations on October 30, 2026. Fifty-two returned Zone X, minimal flood hazard. Eight returned the shaded 0.2 percent annual chance zone, on West Broughton Lane, Bellows Lane, Ridgecrest Lane and NC 210. Four returned Zone AE in the Special Flood Hazard Area, on Pond Road, Darel Street, Talbert Drive and Cattle Drive, and the Cattle Drive location sits in the regulatory floodway, where building is restricted, not merely costly to insure.

Zone X is not the same as dry. Rocky Point is where Coast Guard aircrews evacuated residents by helicopter on September 16, 2018 after Hurricane Florence. Pull the determination on the parcel, then ask the seller and the neighbors about 2018 and about Hurricane Floyd in 1999. A flood certificate answers the insurance question, not the driveway question.

Insurance has moved more than the tax bill. The Insurance Commissioner and the North Carolina Rate Bureau settled the homeowners rate case on January 17, 2025. The Bureau had asked 42.2 percent statewide, as much as 99.4 percent in some coastal territories. The settlement approved 7.5 percent on June 1, 2025 and the same a year later, capped any territory at 35 percent and bars a new filing before June 1, 2027. Read the wind and hail deductible before you remove due diligence.

Being unincorporated keeps the tax bill low. Pender County’s 2026 rate sheet sets the county rate at 0.7375 per $100 of value, the countywide EMS district adds 0.0925 and the Rocky Point fire district, code F24, adds 0.1000, for 0.9300 in all, with no town rate because there is no town. Add a $200 county solid waste fee. On a $390,000 house that is roughly $3,630 a year plus the fee. Pender reappraised effective January 1, 2026 and mailed the first bills reflecting it that August, so check the new figure, not the listing sheet.

Wells and septic are normal, and they are a contingency. Pender County Utilities runs a Rocky Point and Topsail water and sewer district and publishes its service area, the document to read before assuming a connection. Where the lines do not reach, a well and a septic field are standard, and the county health department permits both and runs the soil tests that decide whether a lot is buildable. On acreage, make the septic evaluation a written condition.

Growth is the context for all of it. The development inventory published with the school redistricting data counts 63 pending developments and more than 12,700 additional dwelling units countywide. The field across the road is a land use decision, not a permanent feature.

Frequently Asked Questions

Is Rocky Point a good place to live?
For a buyer who wants land and a real commute, yes. Rocky Point is unincorporated Pender County at I-40 Exit 408, about 29 minutes from downtown Wilmington, with a combined 0.93 percent tax rate. The trade-offs are honest: no grocery store or walkable center, wells and septic outside the county utility lines, creek flooding on low ground, and school assignments that change by street.
What do homes cost in Rocky Point?
On October 30, 2026 Coldwell Banker’s Rocky Point search held 64 distinct ZIP 28457 addresses, 38 active. The 29 active homes ran $238,000 to $2,900,000, median $389,900, median 56 days on market, 27 under a million. Nine land tracts ran $27,995 to $1,750,000, median $109,000.
What schools serve Rocky Point?
Pender County Schools, but which ones depends on the street. The district’s locator returned three combinations on October 30, 2026: Rocky Point Elementary with Cape Fear Middle and Heide Trask Senior High, Cape Fear Elementary with the same two, and, in the southeastern corner of the ZIP, South Topsail Elementary with Topsail Middle and Topsail High. Run the address, not the ZIP. Redistricting recommendations are due January 2027.
How far is Rocky Point from downtown Wilmington and the beach?
Downtown Wilmington is about 20.5 miles and 29 minutes, Wrightsville Beach, the nearest beach, about 20 and 30, ILM about 14 and 28. Approximate OpenStreetMap estimates from the center of the census designated place, October 30, 2026.
What should I know about flooding and insurance in Rocky Point?
Of 64 Rocky Point listing locations we ran through the FEMA National Flood Hazard Layer on October 30, 2026, 52 returned Zone X, 8 the shaded 0.2 percent annual chance zone and 4 Zone AE, one inside the regulatory floodway. Rocky Point flooded badly after Hurricane Florence in 2018, so ask about 2018 and 1999 as well as reading the map. The January 17, 2025 settlement approved statewide insurance increases of 7.5 percent on June 1, 2025 and the same a year later.
