Yes, for the person who wants a working beach town rather than a resort, and Carolina Beach is one of the few on this coast with a real year-round community of about 6,300 people behind the boardwalk. The costs that decide it for most buyers are the ones you cannot see from the sand: a combined property tax rate of 47.72 cents per $100, a flood policy on top of homeowners, and the fact that most of what is for sale here is a condo.
We sell on Pleasure Island all year, and the buyers who are happy here twelve months later have one thing in common. They came in February before they came in July. The town in February is quiet, windy, and genuinely pleasant if that is what you wanted. If you pictured the Fourth of July every weekend, February is a shock.
So this answer is built around the four things that actually change your life here year round: the one road on and off the island, the carrying cost, what you can buy, and who your neighbors are in August.
What a year on the island actually looks like
Carolina Beach sits on Pleasure Island in southern New Hanover County, and US 421 across Snow’s Cut Bridge is the only road connection to the mainland. Downtown Wilmington is roughly 20 to 25 minutes away and Wilmington International Airport about 25, on the figures in our Carolina Beach community guide. That single bridge is the whole shape of life here. It is a quiet drive in January and a slow one on a Saturday in July, and when a storm is tracking toward the coast it is the road everybody uses at once.
The year-round core is real, which is the thing that separates this town from the quieter islands to the south. The boardwalk, the amusement park and the arcade run on a season, but Carolina Beach State Park, the marina, the grocery, the hardware store and the schools do not. The Island of Lights holiday celebration in winter and the seafood and music festivals through the year are what residents actually mark the calendar by.
Families should know where the school buses go. Our guide lists the assigned schools as Carolina Beach Elementary on the island, then Murray Middle and Eugene Ashley High on the mainland in Wilmington. That means a bridge crossing twice a day for anybody past elementary school, and it is worth driving that route at 7:30 in the morning before you commit. Confirm the current assignment with New Hanover County Schools in writing rather than trusting a listing sheet.
What it costs to carry a house here
Three lines matter, and only one of them is the mortgage.
- Combined property tax rate 47.72 cents per $100: New Hanover County 30.6 cents plus the Town of Carolina Beach 17.12 cents New Hanover County fiscal 2026-2027 rates, reported by Port City Daily, July 10, 2026
- Median annual flood policy cost for a single-family home in ZIP 28428: $1,014, with the middle half between $734 and $1,376 FEMA National Flood Insurance Program policy data, 1,354 single-family policies effective on or after October 1, 2025, retrieved October 16, 2026
- By rated zone: $1,141 median in Zone AE, $694 in Zone X, $1,367 in Zone VE FEMA NFIP policy data, ZIP 28428, retrieved October 16, 2026
- 1,126 of those 1,354 policies carried building coverage at or above $250,000, the NFIP statutory maximum FEMA NFIP policy data, ZIP 28428, retrieved October 16, 2026
- Homeowners insurance in the beach territory covering New Hanover, Brunswick, Pender, Carteret and Onslow counties went up 16 percent on June 1, 2025 and 15.9 percent on June 1, 2026 NC Department of Insurance homeowners settlement, reported by Port City Daily, January 2025
- New Hanover County median sale price $448,000, down 3.5 percent year over year, 58 days on market Our New Hanover County market update, three months ending August 2026
Start with taxes. A house assessed at $700,000 at the combined 47.72-cent rate runs about $3,340 a year, which is lower than the same value inside the Wilmington city limits and higher than an unincorporated address north of town. That is the trade for town services on an island.
Then flood, which here is a separate policy and not optional in practice. FEMA’s own policy file for ZIP 28428 shows a median annual cost of $1,014 for single-family policies effective on or after October 1, 2025, and the spread by zone tells you where the money goes: about $694 a year in Zone X, $1,141 in Zone AE and $1,367 in the Zone VE wave-action areas near the ocean. The other number in that file is the one people miss. More than four out of five policies sit at or above the $250,000 cap on building coverage, because that is all the NFIP will write. If your house is worth more than that, the gap is yours or it belongs to an excess policy, and our flood zone guide explains how the determination and the elevation certificate change the premium.
Homeowners insurance is the line that has moved fastest. The Department of Insurance settlement with the Rate Bureau approved 16 percent on June 1, 2025 and 15.9 percent on June 1, 2026 for the beach territory that covers the New Hanover barrier islands, as reported by Port City Daily in January 2025. Our guide to coastal homeowners insurance walks through the named-storm deductible, which is the part of that policy that actually hurts after a hurricane. Get both quotes during due diligence, on the specific address.
Most of what is for sale here is a condo
This is the part that surprises people. On October 16, 2026 the Coldwell Banker Carolina Beach search showed 289 current listings. We read the first 63 of them in town and counted the type by hand: 28 condos, nine townhomes, 22 single-family homes, two multi-family and two pieces of land. Fifty-nine percent of that sample was attached housing.
The prices split along the same line. Across those 63 listings the median asking price was $625,000. The condos and townhomes ran a median of $531,500, from $300,000 up to $1,189,000. The single-family homes ran a median of $909,500, from $425,000 to $3,950,000. If your budget is under about $550,000 on this island, you are shopping condos, and that changes the questions you have to ask: the master insurance policy, the reserve study, the special assessment history, and whether the building is warrantable for your loan. We wrote about that in getting a loan on a Carolina Beach condo.
It also changes who lives next door. The visitor economy here is old and established: New Hanover County has administered a 6 percent Carolina Beach room occupancy tax since February 2, 2003, charged on short-term stays. Nobody publishes a clean count of how many homes rent by the week, which is exactly why you have to check the building and the street rather than the town. For a year-round owner, a block of weekly renters in summer is manageable and many people do not mind it, but you should know which category yours falls into before you close. Our post on running a short-term rental in Carolina Beach covers the rules if you want to be on the other side of that.
Three honest caveats. First, the insurance direction is up, not flat: two straight years of double-digit approved increases in the beach territory is a trend, not a one-time event, and anybody buying here should assume the premium in year five is higher than the quote in year one. Second, hurricane season is a real operational cost on an island with one bridge, in time, in plywood, and in the deductible math. Third, our 63-listing count is one brokerage’s search read on a single morning, not an MLS report, and the mix will look different next month. If you want the quiet island without the boardwalk economy, Kure Beach to the south is the straighter comparison and we laid the two side by side in Carolina Beach or Kure Beach.
Related questions people also ask
Does Carolina Beach shut down in the winter?
Parts of it do. The boardwalk amusement rides and some of the seasonal restaurants close or cut hours, while the grocery, the hardware store, the state park, the marina and the year-round restaurants stay open, and our Carolina Beach community guide puts the permanent population at about 6,300. What changes most is the traffic and the noise rather than the services. Visit on a weekday in January before you decide whether that quiet reads as peaceful or as empty.
Is flood insurance expensive in Carolina Beach?
It is a real line item, and it depends almost entirely on the parcel. FEMA’s own policy data for ZIP 28428, covering 1,354 single-family policies effective on or after October 1, 2025 and retrieved October 16, 2026, shows a median annual cost of $1,014, with Zone X homes at a median of $694 and Zone VE homes near the ocean at $1,367. Because the NFIP caps building coverage at $250,000, owners of more expensive homes often add excess coverage on top. Pull the flood determination for the specific address before your due diligence period ends, not after.
How far is Carolina Beach from Wilmington?
About 20 to 25 minutes to downtown Wilmington on US 421 and roughly 25 minutes to Wilmington International Airport, according to our Carolina Beach community guide. The whole drive runs over Snow’s Cut Bridge, the only road link between the island and the mainland, so summer weekends and storm evacuations both land on that one crossing. For a daily commuter, the honest test is to drive it at 7:30 on a Tuesday morning and again at 5:30 on a Friday in July.
Spend one weekday on the island in the off season and one Saturday in season, then pick two specific addresses and let us pull the flood determination, the tax record and, for a condo, the association’s budget, reserve study and insurance certificate. Those documents answer the year-round question better than any tour does. If you want help reading them against the price, talk it through with our team.
