Topsail Beach is the quiet, almost entirely residential south end of Topsail Island, and living here year round means accepting that the nearest full grocery store is 7.7 miles up the island and downtown Wilmington is 42 miles away. The trade is a small town with its own police, fire and water service on about 4.4 square miles of land, where almost every lot sits inside a FEMA flood zone.
Most people meet Topsail Beach in July, when the island is full and the question is where to park. February is the version worth planning around. We tell buyers to run the winter week first: the school drive, the grocery run, the trip to a specialist, the night the restaurant they liked is closed until March.
None of that is a reason to stay away. It is a reason to know what you are buying.
What a normal week looks like
Everything is a drive, and almost every drive goes north. Routing from Town Hall at 820 S. Anderson Boulevard on October 28, 2026, the Food Lion in Surf City is 7.7 miles and about 16 minutes. Surf City Town Hall, where most of the island’s restaurants and shops sit, is 6.5 miles. Topsail Elementary in Hampstead is 19.4 miles, Topsail Middle 20.0 miles and Topsail High 19.6 miles, because the only way off the south end is north to the Surf City bridge and then back down the mainland.
The longer trips matter more than people expect. Wilmington City Hall is 42.2 miles. Novant Health New Hanover Regional Medical Center is 40.4 miles. Wilmington International Airport is 40.0 miles. Those are distances, not promises about time. An hour each way is a fair planning assumption, and a July Saturday on NC 50 is worse than any router will tell you.
What you get in exchange is a town that stays small, with no high-rises, no boardwalk arcade and no commercial strip of its own. The Missiles and More Museum, the Operation Bumblebee towers left from the island’s 1940s guided-missile program and the Karen Beasley Sea Turtle Rescue and Rehabilitation Center are all in town. Our Topsail Beach guide walks through the three island towns and how they differ, and our post on living in Surf City year round covers the middle of the island, where the services are.
What it costs to own here, and what is about to change
Start with the tax bill, because Pender County is in the middle of the largest reset we have seen in this market. The county’s 2026 revaluation raised property values by an average of 110 percent. Senate Bill 889, signed June 20, 2026, froze those 2026 values for a year in Pender and several other counties, so the county and the town both had to build this year’s budget on 2025 values.
That is why the rates look the way they do. Pender County adopted 73.75 cents per $100 for the 2026-27 year, the same rate as the year before. Topsail Beach adopted 48 cents per $100 on June 30, 2026, also unchanged, after rescinding an earlier vote that had set 22.65 cents against the new values. Combined, a Topsail Beach owner is paying $1.2175 per $100, or about $9,740 a year on an $800,000 house.
The part to plan for: the freeze lasts one year. When the 2026 values come back into use, rates have to come down a long way for bills to stay flat, and that decision belongs to a future board. If you are buying here on a fixed income, do not assume this year’s bill is next year’s bill.

Then there is the flood and wind side, which is the real cost of a barrier island. We sampled 200 points spread across the municipal boundary against the FEMA National Flood Hazard Layer on October 28, 2026. One hundred fifty-five came back Zone VE, the coastal high hazard zone where waves are part of the base flood, and 43 came back Zone AE. Only two were outside a Special Flood Hazard Area. The town boundary includes marsh and sound water, so treat that as the shape of the exposure rather than a parcel-level count, but the shape is clear: on this island, flood coverage is not an optional line item. Our flood zone and flood insurance guide explains how a VE rating and an elevation certificate change the premium, and our coastal insurance guide covers the named-storm deductible that comes with it.
What the town does and does not provide
For a town this size, Topsail Beach runs a lot itself. It has its own police department and fire department, and it broke ground on a $9.6 million public safety building. It bills water, garbage and recycling on one monthly utility account, with trash collected weekly in the off season and twice a week in summer, bulk item pickup on the second Tuesday of the month, and a new-service deposit of $100 residential, $200 tenant or $300 commercial.
What the utility page does not list is sewer. Before you write an offer, ask what handles wastewater at that specific address and get the paperwork, the same way we tell buyers to do everywhere the two systems are mixed. Ask about the building side too: the town is enforcing the 2018 North Carolina building codes, the town planner serves as floodplain manager, and the town directs owners to the CAMA development handbook for any ocean or sound-side project. A dock, a bulkhead or a rebuilt dune walkover is a permitting question here, not a weekend project.
Beach and inlet work is the other line to understand. Topsail Beach funds a Beach, Inlet and Sound program, and its 2026-27 budget message directs half of the town’s 3 percent accommodations tax to it along with a share of the tax rate. Sand is a permanent operating cost on a barrier island, and this town funds it openly rather than through emergency borrowing.
Two things we cannot pin down for you with a number we trust. First, price: our island guide puts the Topsail Island median near $1.1 million as of early 2026, which is both old and island-wide, covering Surf City and North Topsail Beach as well. Pender County’s median of $499,000 in our Pender County market update is a county figure driven by Hampstead, so neither number tells you what a specific Topsail Beach house is worth. Ask for the comparable sales on that street. Second, the tax reset: the one-year freeze on the 2026 values is real, and what happens when it ends is a political decision nobody has made yet. If a $1,000 a month swing in your carrying cost would change your plans, Hampstead or Surf City put you closer to services on a mainland or mid-island tax bill, and we will say so.
Related questions people also ask
Is Topsail Beach a year-round community or mostly rentals?
It is a mix, and it leans seasonal. The south end of Topsail Island is largely single-family houses rather than condominium towers, and a meaningful share of them are second homes that rent in summer. That means quiet winters, full streets in July, and neighbors who change week to week on some blocks. If a steady year-round street matters, ask how many houses on that block are rentals before you offer.
Can you get homeowners and flood insurance on Topsail Beach?
Yes, but expect it to be quoted in pieces rather than as one policy. Coastal North Carolina homeowners usually carry a main policy with a separate named-storm or wind-and-hail deductible, plus a flood policy, and on a barrier island the wind portion often comes through the North Carolina Beach Plan rather than a standard carrier. Get written quotes during due diligence, because the spread between a well-elevated house and a low one can change what you can afford.
Is Topsail Beach or Surf City better for living year round?
Surf City is easier day to day and Topsail Beach is quieter. Surf City holds most of the island’s groceries, restaurants and medical offices, which is why the grocery run from the south end is a drive up the island rather than a walk down the block. If you want to walk or bike to dinner and a store, Surf City does that and Topsail Beach does not. If the point of moving to an island is that almost nothing happens on your street in January, Topsail Beach does that better than anywhere else on Topsail.
Before you shop houses here, price one: pick an address, pull the flood determination and the elevation certificate, get a written insurance quote, and run the tax bill at both the frozen value and the 2026 value. If that still works, the island is a good buy. Send us the address and we will put those four numbers in front of you, or talk it through with our team first and we will tell you which streets are worth the drive.
