Forest Hills puts you about two miles from downtown Wilmington in houses built around 1954, and roughly 11 percent of the neighborhood sits in a mapped flood hazard area. Pine Valley sits about four miles south in houses built around 1978, with a neighborhood median home value roughly $102,000 lower and, at every address we checked this week, no mapped flood risk at all.
We get this comparison from two kinds of buyers: the one relocating who has heard Forest Hills is the prettiest older neighborhood in Wilmington, and the one who has run the numbers and found that close-in money goes further south of Shipyard Boulevard. Both questions have the same answer underneath. These two neighborhoods are three miles apart and about twenty-four years apart, and the money follows the age of the house and the flood map.
Neither is a mistake, but they are not interchangeable. The thing most buyers get wrong is assuming the price gap is a quality gap. It is mostly a location and elevation gap, and whether that is worth $102,000 depends on how often you actually drive downtown.
What the two neighborhoods actually cost
The cleanest way to compare two established neighborhoods is at the census tract level, because the Census Bureau publishes the same measures for both on the same schedule. Forest Hills sits in Census Tract 104, Pine Valley in Census Tract 120.06.
- Forest Hills, median home value $522,200, margin of error plus or minus $62,476 US Census Bureau, ACS 2020-2024 five-year estimates, Census Tract 104
- Pine Valley, median home value $419,700, margin of error plus or minus $25,468 US Census Bureau, ACS 2020-2024 five-year estimates, Census Tract 120.06
- Median year built: 1954 in Forest Hills, 1978 in Pine Valley US Census Bureau, ACS 2020-2024 five-year estimates
- Median household income: $136,830 in Forest Hills, $87,568 in Pine Valley US Census Bureau, ACS 2020-2024 five-year estimates
Taxes are the one place where these two are identical. We checked both against the Census Bureau’s municipal boundary file on October 24, 2026, and every address we ran came back inside the Wilmington city limits. That means the same combined rate: New Hanover County at $0.306 per $100 of value plus the City of Wilmington at $0.3315, or 0.6375 percent, for fiscal year 2026-27. On the Forest Hills median that is about $3,329 a year, and on the Pine Valley median about $2,676. The roughly $650 gap is the value talking, not the jurisdiction.
For context, the New Hanover County median sale price for the three months ending September 2026 was $464,000, down 1.3 percent year over year, with the typical home taking 61 days to go under contract against 34 a year earlier. The full county picture is on our New Hanover County market update.
The flood maps are where these two really split
This is the part that moves money, and the part buyers skip.
Forest Hills has Burnt Mill Creek running through it. When our team clipped the FEMA National Flood Hazard Layer to the neighborhood on September 30, 2026, about 11 percent of it came back as a Special Flood Hazard Area, including Zone AE and a mapped regulatory floodway. A query across the same neighborhood on October 24, 2026 returned eleven separate Zone AE polygons plus that floodway. That is a creek system threading through a residential grid, which is why two houses on the same street can carry very different insurance and lending outcomes.
Pine Valley came back differently. We ran four addresses spread across the subdivision through the same FEMA layer on October 24, 2026, including Pine Valley Drive, Robert E. Lee Drive and the elementary school, and every one returned Zone X, area of minimal flood hazard. The only Special Flood Hazard Area anywhere inside the area we mapped was a single Zone AE strip with a base flood elevation of 12 feet, clipping the northeast corner rather than running through the middle. Both neighborhoods sit on FEMA FIRM panels effective August 28, 2018, 3720312700K for Forest Hills and 3720313600K for Pine Valley.
In practice, flood insurance in Pine Valley is more likely to be an optional cost you choose to carry, while in Forest Hills it may be a lender requirement on a specific lot and a real line in the payment. We walk buyers through what that does to a monthly number in our Wilmington flood zones and flood insurance guide. Do not let a listing’s blanket statement about the neighborhood decide this. Check the address.
A 1954 house against a 1978 house
Twenty-four years of construction history sits between these two neighborhoods, and it shows up in the inspection report rather than in the photographs.
A typical Forest Hills house was framed before the modern electrical code, before central air was standard, and often on a crawl space patched by several owners. The compensation is architecture: deeper lots, real hardwood, brick, and streets with tree canopy that nothing built after 1990 in this market can imitate. The two Forest Hills listings our community guide captured on September 30, 2026 show the spread: one at $559,000 after 400 days on market, one at $910,000 after 39. Condition and updates decide everything there.
Pine Valley houses generally came out of the ground in the 1970s around the Pine Valley Country Club at 500 Pine Valley Drive, a private club with its own membership rather than a neighborhood amenity you buy with the house. You get newer rough-in, more consistent floor plans and more square footage per dollar. You usually do not get the lot size or the canopy. Our full write-up on the older neighborhood is in our Forest Hills community guide, and our guide to the best neighborhoods in Wilmington puts both in context.
Location, schools and the things you check by address
Measured in straight lines from the center of each neighborhood on October 24, 2026, Forest Hills is about 2.0 miles from Market and Front downtown and 6.9 miles from Wrightsville Beach. Pine Valley is about 4.4 miles from downtown, 5.9 miles from Wrightsville Beach and 10.6 miles from Carolina Beach, against 13.4 miles from Forest Hills. Both sit within three miles of UNCW. Those are straight-line distances, not drive times, and on Shipyard Boulevard and South College Road the gap can be wider than the map suggests at five o’clock.
Schools are the place to be careful, and we will be straight about what we have and what we do not. For Forest Hills, the New Hanover County Schools address locator checked on September 30, 2026 assigns the whole neighborhood to Forest Hills Global Elementary and Williston Middle, with four of five study areas going to New Hanover High and the southern edge going to Hoggard. NCDPI 2025-26 accountability data puts grade-level proficiency at 43.1 percent for Global Elementary, 33.1 percent for Williston Middle, 43.6 percent for New Hanover High and 69.8 percent for Hoggard. For Pine Valley, we could not confirm the current feeder pattern from the district source on October 24, 2026, and the third-party listing sites that publish school names for those addresses disagree with each other, so we are not going to print one here. Run the specific address through the district locator, or ask us to run it, before you let a school name influence an offer.
Census tract medians are not neighborhood medians. Tract 120.06 holds more households than Pine Valley proper, so its $419,700 figure includes streets outside the subdivision, and the same caution applies to Tract 104. Treat the gap as directionally right and the dollar figure as an estimate with a published margin of error. The honest version is that Forest Hills is the more expensive, older, wetter, better-located neighborhood and Pine Valley is the newer, drier, cheaper one further out, and that a specific house in either can break the pattern. If what you want is a close-in walkable address and the budget only reaches Pine Valley, the right move may be a smaller house in a third neighborhood, and we will tell you that rather than talk you into a compromise you will resent in two years.
Related questions people also ask
Does Forest Hills have an HOA?
No. Our Forest Hills community guide, researched on September 30, 2026, found no homeowners association, no club dues and no amenity fees attached to the neighborhood, and no historic overlay district governing exterior changes. That means no monthly assessment and also no architectural review, so what your neighbor builds is governed by city zoning rather than by covenants.
Is Pine Valley Country Club membership required if you buy in Pine Valley?
No. The club at 500 Pine Valley Drive is a private club with its own membership, separate from owning a house in the surrounding neighborhood. Buying on a street near the course does not obligate you to join, and joining is a separate application and a separate cost. If a listing suggests otherwise, ask for that in writing before you rely on it.
Which neighborhood holds value better in a slower market?
We do not have neighborhood-level resale data for either one that we would stand behind, and we are not going to invent it. For the three months ending September 2026 the New Hanover County median sale price was down 1.3 percent year over year while days on market stretched from 34 to 61, and in a market like that the deciding factor inside any neighborhood is condition and pricing rather than the name on the sign. A dated house priced to last year sits in both places.
Pick three addresses, one in each neighborhood and one you are unsure about, and run each for flood zone, school assignment and tax bill before you tour anything. Those checks take about twenty minutes per address and they eliminate more houses than a showing does. Start with our property search to build the list, then bring the addresses to our team and we will run them against real parcels rather than listing-site summaries.
