Is Hampstead NC a good place to raise a family?

For most families, yes, and the schools are the reason. The catch is that every school serving Hampstead is already over capacity.
The short answer

For most families, yes, and the schools are the main reason people move here. The honest catch is that every school serving Hampstead is already over capacity, and Pender County is redrawing attendance boundaries for the 2027-28 school year.

We get this question from families two ways. Sometimes it comes from a buyer relocating from out of state who has read that Hampstead has the best schools in Pender County. Sometimes it comes from a Wilmington family priced out of Ogden or Porters Neck who is trying to decide whether twenty minutes north is worth it. The answer is mostly the same, but the risk is different depending on how old your children are.

Hampstead is not a town. It is an unincorporated stretch of U.S. 17 in southern Pender County, roughly twenty minutes north of Wilmington, with a county-run park system, Pender County Schools, and no municipal government of its own. That matters more than it sounds. There is no town recreation department, no town police force, and no town planning board slowing down the subdivisions going up along the corridor. What you get instead is a school district that families actively move for, and a growth problem that comes with it.

What are the schools actually like?

Strong, and crowded. Every school with a Hampstead address earned a B on the state’s 2024-25 School Report Cards, while most inland Pender County schools earned a C or D. That gap is the single biggest reason families pay more to live in the 28443 ZIP code than ten miles inland.

The crowding is not a rumor. On the district’s out-of-capacity table dated November 12, 2025, Topsail High enrolled 1,949 students against a capacity of 1,400. Topsail Middle sat at 845 against 745. South Topsail Elementary was at 613 against 512, Topsail Annandale at 572 against 506, and North Topsail at 537 against 511. In August 2026, WECT reported that seven of the district’s seventeen schools are over capacity for this school year, and all of them are in the Topsail and Surf City corridor where Hampstead families live.

By the numbers

  • Topsail High enrolled 1,949 students against a capacity of 1,400 Pender County Schools out-of-capacity table, November 12, 2025
  • Seven of seventeen Pender County schools over capacity for 2026-27, all in the Topsail and Surf City corridor WECT, August 11, 2026
  • 63 pending residential developments in the county, projected to add more than 6,500 students over the next decade WECT, August 11, 2026
  • J.H. Lea K-8 school under construction in Hampstead, planned to open fall 2027, with attendance boundaries expected to be finalized in January 2027 WECT, August 11, 2026; Pender County Schools redistricting update, September 22, 2026
  • Every Hampstead-address school earned a B on the state report cards North Carolina School Report Cards, 2024-25

Superintendent Brad Breedlove put the district’s problem plainly to WECT in August: “It is a fine line on how many students do you pull out and shift them to a new school and how quickly will those schools fill back up?” If you are buying with a rising ninth grader, the boundaries probably will not move under you before they graduate. If you are buying with a four year old, assume the school your address feeds today is not necessarily the one they will attend.

What is there for kids to actually do?

More than most buyers expect, and it is concentrated in one place. Hampstead Kiwanis Park at 586 Sloop Point Loop Road covers 53 acres and carries four lighted baseball and softball fields, five multi-purpose fields, a practice turf field, four batting cages, six tennis courts, four pickleball courts, two sand volleyball courts, two playgrounds and a walking trail with fitness stations.

The leagues are the real draw. The park is a home field for Port City Soccer, Topsail Youth Lacrosse Association, Topsail Girls Softball, Topsail Ball Club, Topsail Junior Pirates Football and Cheer, and the Greater Wilmington Tennis Association. For a community with no town government, that is a lot of organized youth sport in one place, and it is the thing families here talk about first when we ask what they would miss if they moved.

Beyond the park, the geography does the work. Surf City and the Topsail beaches are fifteen to twenty minutes up the road. Wilmington’s hospitals, museums and the Cape Fear River are a half hour south. The Intracoastal Waterway runs behind the eastern side of the community, which is why so much of Hampstead is organized around boat access rather than sidewalks.

What does a family house cost in Hampstead?

More than the county average, and less than New Hanover’s better school zones. The median sale price in ZIP 28443 was $489,788 for the three months ending August 2026, down 3.7% year over year, at about $215 per square foot. Pender County as a whole ran $477,000 over the same period, up 0.5%, with homes taking a median 76 days to go under contract. You can see how the three counties compare on our Pender County market update, and what the communities look like on our Hampstead neighborhood guide.

The tax side is the part families underestimate. The combined Hampstead rate came to 92.5 cents per $100 of value for fiscal 2026-27, against 63.75 cents inside Wilmington city limits and 37.85 cents in unincorporated New Hanover County. We walked through what that does to a monthly payment in our post on whether Hampstead is worth it for the drive into Wilmington. Run the tax card on the actual parcel before you fall in love with the floor plan.

Where this gets complicated

Three things we tell every family. First, the U.S. 17 corridor is a highway with houses on it, not a neighborhood street grid. Most of Hampstead has no sidewalks, so the bike-to-a-friend’s-house childhood that people picture here usually happens inside a single subdivision, not across the community. Second, the bypass that is supposed to fix the traffic will not be finished for years. NCDOT expects the first segment, from N.C. 210 to Sloop Point Loop Road, to open in late 2027, and the full project in 2030. Third, pediatric specialists, the children’s hospital and most after-school enrichment are in Wilmington, which means the twenty-minute drive is not just a commute for one parent. If your family’s week is already full, add those drives up honestly before you buy.

Related questions people also ask

What school district serves Hampstead, NC?

Hampstead is served by Pender County Schools. Children in the Hampstead area generally attend one of the Topsail-area schools, which include North Topsail Elementary, South Topsail Elementary, Topsail Annandale Elementary, Topsail Middle School and Topsail High School, with Surf City schools serving part of the corridor. Pender County Schools assigns students by attendance boundary rather than by town name, so two houses a mile apart can feed different schools. Always confirm the assignment for the exact address with the district before you write an offer.

How far is Hampstead from the beach?

In our experience driving it, most of Hampstead sits fifteen to twenty minutes from the Topsail Island beaches at Surf City, depending on where in the community you start and how heavy traffic is on U.S. 17. Wrightsville Beach, south of Hampstead in New Hanover County, is closer to a thirty to forty minute drive in the same conditions. The Intracoastal Waterway runs along the eastern edge of the community, so many Hampstead neighborhoods have boat ramps or marina access even though they are not oceanfront. That water access is a large part of what people are paying for here.

Could my child’s school change after I buy in Hampstead?

Yes, and it is a live possibility right now. According to the district’s own redistricting update of September 22, 2026, Pender County Schools is redrawing boundaries to relieve crowding, with final recommendations expected in January 2027 and new boundaries intended to take effect for the 2027-28 school year, alongside the opening of the new J.H. Lea K-8 school in Hampstead. No one can tell you today which addresses will move. If school assignment is the reason you are buying a particular house, ask the district where the draft scenarios stand before you go under contract.

Your next step

Pull up the Pender County tax card and the school assignment for any address you are serious about, then drive the U.S. 17 stretch between that house and wherever you work at 7:45 on a weekday morning. If you want help reading what the redistricting scenarios might do to a specific street, or which Hampstead communities hold value best, talk it through with our team.
